After a number of meetings, the Charter Review <br />Commission is recommending that City Council consider the follow- <br />ing changes to the current Charter: <br />1) The Commission recommends that the current system <br />presently. set out in Article IX of the Charter be <br />changed and non-partisan elections be utilized <br />in the future (it should be noted that there was a <br />dissenting vote in regard to this item). <br />2) The Commission further recommends that there be a non- <br />partisan primary to replace and to be held at the <br />same time as the current partisan primary elections <br />and that if any candidate receive fifty-one percent <br />(51$) of the vote at the non-partisan primary election <br />that that particular candidate would then be elected <br />for that position. In the event that none of the <br />candidates receive fifty-one percent of the vote, <br />then in that event there would be a runoff between <br />the two candidates who receive the greatest number of <br />votes. This runoff would be held at the regular <br />November election. <br />3} The Commission further recommends that a single municipal <br />election be held, at which time all positions for adminis- <br />trative off ices and all positions for City Council <br />offices be elected and that the Charter be changed to <br />eliminate the current staggered election system. <br />4) The Commission recommends that this change eliminating <br />the staggered elections be implemented as early as <br />possible but to take effect no later than the municipal <br />election of 1989. <br />The Commission thanks the members of City Council for the opportunity <br />
