Council Minutes of 2./7/84 -3- <br />Safety Director Petre reported: _1) Fire Department Lieutenant Greg Gettins was <br />promoted last Friday to Captain. Iie will be spending a lot of time in Fire Pre- <br />vention initially, <br />2) Has requested the Civil Service Commission to test. for the lieutenant vacancy. <br />Complimented Mrs. Pat Babas, Secretary of the Civil Service Commission, on the ex~ <br />cellent work she has done on the Commission. Mrs. Babas was recognized by Council <br />and the audience. <br />3) Announced the resignation of Mr. Ted Andrews from the Recreation Commission. <br />4) With respect to the Open House, Po1_ice Department will pass out crime prevention <br />Literature as well as Police Department information. A police cruiser wi1.1 be on <br />display in the Service Garage, Fire Department will be distributing fire pre^ <br />vention material and Fire Department information. Paramedics will be on hand for <br />free blood pressure tests. Rescue squad wi~.l_ be on display in the Service Garage. <br />Recreation Department will be distributing literature and information and will <br />give a slide presentation. <br />S) Requested Council to make a decision with regard to keeping the rink open during <br />the summer months, In 1983, Council appropriated $32,369 to keep the rink open. <br />t~Tith anticipated inflation, this amount should he raised to S36,DOD for 1984. In <br />1983, rink grossed $11,379; electric bill was $24,488 greater than 19$2; paid <br />approximately $1,680 for extra maintenance and over $?_,600 for additional programming <br />help. The water bill of $12,000 cannot be compared. <br />Budget and Management Director Logan reported: 1) The Office of Budget and Management <br />is pursuing delinquent income tax collection with respect to two or three commercial <br />accounts, which are responsible for collecting withholding tax from employees. There <br />have been problems with respect to these businesses turning the collected money over <br />to the City. Has consulted caith Law Director ~areau and Prosecutor Albenze with <br />respect to these cases for criminal prosectution where apvlicable. <br />2) Director Logan has met with the Finance Committee and the legal counsel for Regional <br />Income Tax Agency, concerning some changes that might be necessary to improve the <br />collection of taxes from various commercial and individual accounts. <br />Mr. Bierman asked what success Mr. Logan had with respect to business places withholding <br />City tax from student employees who were exempt. Mr. Logan advised that this was dis-~ <br />cussed with Mr, Rick Carbone, RITA legal counsel and the local and state statutes <br />were reviewed, His department has made every effort to provide the prover forms and <br />instructions to anyone who is exempt from the local tax. Upon receiving a phone call, <br />his department will mail the prover forms and instructions for receiving refunds from <br />Regional Income Tax Agency. <br />Mrs. Saringer, Chairman Intra~Governmental Relations and Legislation Committee reported: <br />1) Legislative Committee met January 25th at 7x30 P.M. with Members Saringer and O`Grady <br />in attendance as well as Mr. ?~lilamosky, Chief Taylor, Mr. Petre, Mr. Logan, ~Ir. Corrigan <br />and r4avor Swietyniowski, Mr. Bi11 Kenneweg from the Taalter Drape Company gave a <br />presentation regarding their proposal to recodify the City's ordinances and provide <br />an on-going, updating service for a period of three years. Legislation authorizing <br />the Mayor to enter into an agreement for this service is on first reading tonight. <br />2) Regarding the Recreation Commission, there was a meeting of the ad hoc committee <br />regarding the beautification of_ the surroundings at the Rec Center. There have been <br />two budget hearings, on January 24th. and January 31st. Before any beautification can <br />be attempted, the drainage problem must be solved. A combined meeting with Finance <br />and Streets and Drainage Committees was he1_d and Mrs. Petrigac will be reporting out <br />on this, ~~lill be asking for a co~nrsittment from Council, at the next meeting, whether <br />to proceed with this project or not. At this time, would like Council's decision re- <br />garding the rink.. Mrs. Saringer moved Council approve the rink staying open for the <br />Summer months, second by Mr. O~Grady, unanimously approved. <br /> <br />
