<br />3) Mr. Logan is looking into the possibility of saving money by contracting out
<br />cleaning and landscaping, including taking care of all diamonds; he will report
<br />to Mr. Couts and the Recreation Commission. Roth Brothers have started their
<br />energy audit, spending ten hours on January ?.3rd, 25th and ?.6th. Report is due
<br />in 60 days. Budget will again be discussed at regular meeting on February 14th;
<br />would urge Council's participation with questions or input. T~Jould like to have ol.d
<br />ID cards updated and new ones issued to the peer Council Members.
<br />Safety Director advised ID cards are available in his office.
<br />Mr. O'Grady, Chairman Safety, Health and welfare Committee reported: 1) Safety
<br />Meeting was held with Council as a GThole Committee, and Directors Logan and Boyle
<br />also in attendance. Purpose of the meeting was to review a VMS 220 System, a
<br />total traffic signal management system. North Olmsted Police Lieutenant, Jerry
<br />Krynak, Signal Department Supervisor, had an opportunity to review the system
<br />at the company location as well as observing the system in action in Portsmith, Ohio,
<br />and he assessed the system very favorably. A key point made by Lt. Krynak was that
<br />North Olmsted's current system is disintegrating and lack of_ replacement parts is
<br />becoming critical. Mr. Cliff Coterly, traffic control engineer for Pac Master,
<br />presented a proposal of. tTMS 220 traffic management system which would handle six-
<br />teen intersections with expansion potential. A current demonstrator unit is ava3.labte
<br />for $6?_,450, plus $2,995 per intersection hookup. Recommender ipn was to start the
<br />system at the center of the City, around the Great ~Torthern Complex, and add on as
<br />required. A system to cover the entire City would cost a quarter of a million
<br />dollars. This proposal will remain in committee with no snecif.ic recommendation being
<br />made until the financing possibilities are reviewed as well as other company's pro-
<br />posals.
<br />2) Mr. O'Grady moved Council have no objection to an F2 liquor permit, ?_4 hour
<br />function, for The Greater Cleveland. Crime Prevention Bureau affair to be held at
<br />the North Olmsted Party Center, 29271 Lorain Road, on Thursday, February 16, 1984,
<br />second by Mrs, Saringer, unanimously approved.
<br />3) Mr. O'Grady moved Council have no objection to the transfer of a D2, D2X, D3,
<br />D3A, D3X and D6 liquor permit from Kitchen Maid Akron, Inc., dba Rhinelander,
<br />Great Northern Shopping Center, 25973 Brookpark Road, North Olmsted, Ohio, to
<br />Great Northern Shopping Center, a Limited Partnership, 25973 Brookpark Road,
<br />North Olmsted, Ohio, second by Mrs. Saringer, unanimously approved.
<br />Mrs. Petrigac, Chairman Recreation, Public Parks and Buildings Committee as well as
<br />Transportation Committee reported: 1) Transportation Committee met on January 26th
<br />with all members present, plus President Boehmer, Director Petre and the Mayor.
<br />Committee discussed the need of vehicles proposed by Mr. Petre. Majority of committee
<br />members agreed to replace four of the police cars this year and try to establish an on-
<br />going program to replace four cars every year. Cost of one car is approximately $11,000.
<br />There are presently seventeen police cars in the fleet. Anew chassis for Squad 51,
<br />at a cost of $26,000, was also discussed. Committee recommends that the four police
<br />car and chassis purchase be considered in Finance Committee. Anew car for the
<br />Safety Director was also agreed to. A $2,000 police and fire radio for this new car
<br />was not discussed. Anew pickup truck for the Recreation Department was discussed
<br />and committee had no objection as long as this was put into the Recreation Commission
<br />budget. Anew car for the Mayor was considered; committee suggests a six cylinder
<br />car, medium sized with four doors. Mayor will bring estimates back. to committee.
<br />Committee also discussed new cars for the Assistant Fire Chief, the Fire Prevention
<br />Bureau and the Recreation Director. Committee feels these three cars are not
<br />immediately necessary and with the purchase of new cars, the old ones can be recycled
<br />down for these three uses. Recommendations of Committee appear in Resolution No. 84-4,
<br />on first reading tonight. Mayor's car will be considered separately, when figures
<br />are presented. Committee feels all City cars should not be used for personal use;
<br />is looking into, considering and discussing who will be driving them home.
