Council Minutes of 2/7/84 <br />-5- <br />2) Recreation Committee met jointly with Streets and Drainage Committee. Resident <br />Ted Andrews presented a proposal for beautification of the Rec Complex. Committee <br />discussed the proposal and the feasibility of installing individual garden plots <br />in an area bound by the circular drive and the parking lot. Several concerns were <br />expressed as to how the money would be handled; Finance Director addressed this; <br />if an organization wishes to purchase a garden plot, the money can be line itemed <br />in and out with no problem. Discussed whether the City had to go out for bidding <br />for a landscaper. A landscaper has. been working with the City and has given much <br />of his time. Have requested a legal opinion from Law Director Gareau. Drainage <br />was discussed with nothing decided., Service Director will present several proposals <br />tomorrow night as to how the drainage can be handled. Committee will ~t at Town <br />Hall at 7:30 P.M. and everyone is invited to come and give their input. Also, at <br />8:30 P.M. tomorrow evening the committee will discuss the memorial plaque for the <br />Park. Mr. Logan has contacted a local firm for suggestions and prices.. If plans <br />cannot be completed for Memorial Day, they will be held until Veterans` Day in <br />November. <br />Mr. Tallon, Chairman Building, Zoning and Development Committee reported: 1) BZD <br />Committee met on February 2nd with all members present as well as President Boehmer, <br />Councilmen O'Grady and Petrigac, Law Director Gareau, Building Commissioner Gundy <br />and Assistant Engineer McDermott. Meeting was specifically held with the Margolius <br />Family to discuss the Jamestown apartments. Since Ordinance No. 83-138 was recently <br />passed, approving the zoning change, it was hoped that an informal meeting could <br />straighten out some of the problems between Jamestown apartments and Jamestown <br />condominiums. This did not happen. Meeting came to an abrupt ending with Mr. Margolius <br />alluding to the fact that he was still in court. A preliminary plan of the site <br />that will be changed to multiple residence was presented and committee has no objection. <br />Mr. Wilamosky, Chairman Finance Committee as well as Streets and Drainage Committee <br />reported: 1) As reported by Mrs. Petrigac, Streets and Drainage Committee did meet <br />jointly with Mrs. Petrigac's committee and she has cover~d'thatt meeting, <br />2) Under new business, will cover a few points with respect to the municipal income <br />tax. <br />Mrs. Petrigac, Council's representative to the Landmarks Commission reported: 1) Land- <br />marks Commission did meet but because of a resignation no officers were elected. <br />Commission discussed a damaged historical marker which had been placed at Butternut <br />Cemetery. Mrs. Julia Brown and Mrs. Petrigac examined the sign at the Service Garage <br />and were delighted with the excellent restoration done by Mr. Al Cepic who has re- <br />stored the marker to a brand new condition. Marker will be remounted as soon as <br />weather permits. Landmarks Commission will have to buy one post because a marker <br />in front of the library was also damaged. Has presented the Landmarks Commission <br />budget to Finance Committee this evening. All Members of Council have received their <br />annual report. Hopefully, the Commission will be submitting another proposal for a <br />grant to do some restoration of Old Town Hall. All of Council has received a rendering <br />of the proposed restoration from architect, Mr, Gaede. Commission has requested the <br />Mayor's attendance at the meeting next Thursday to discuss the restoration. <br />LEGISLATION: <br />Ordinance No. 8 289 introduced by Mr. ?~]oerpel was given its third reading. An ordin- <br />ance appropriating the sum of Fifty-Two Thousand Dollars ($52,000.00) from the Capital <br />Improvement Fund, and authorizing the Mayor to enter into an agreement with Alexander <br />Kanareff, a registered professional engineer, to perform preliminary engineering to con- <br />struct a roadway, starting at Lorain Road, extending southward and eastward, approximate] <br />2,200 feet and ending in a cul-dersac, and declaring an emergency. Mr. ?+]ilamosky moved <br />for adoption, second by Ntr. O'Grady. Roll call on motion: Negative vote: Bierman. <br />Affirmative vote: O'Grady, Petrigac, Rademaker, Saringer, Tallon, ~r]ilamosky. 1 Nay - <br />6 Aye - Motion carried. Ordinance No. 82-89 adopted. <br /> <br />
