MINUTES OF THE MEETING OF THE. COUNCIL <br />OF THE CITX OF NORTH OLMSTED <br />DECEMBER 5, 1985 <br />Present: President James Boehmer, Councilmen Bierman, O'Grady, Petrigac, <br />Rademaker, Saringer, Tallon, Wilamosky. <br />Also present: Law Director Michael Gareau, Finance Director Edward Boyle, <br />Clerk of Council Florence Campbell. <br />Meeting was called to order by President Boehmer at 8:05 P.M., in Council <br />Chambers, 5200 Dover Center Road. <br />Members of the audience were invited to loin Members of Council in reciting the <br />Pledge of Allegiance. <br />Minutes of the Council Meeting of November l9, 1985, were approved. <br />President Boehmer expressed Council"s condolences to ,the Swietyniowski family <br />on the. death of Leo Swietyniowski. He .also extended congratulations to ,~ <br />Mrs. Yvonne Petrigac who will be sworn in as Mayor of .the City of North Olmsted <br />and will take office on January 1, 1986. <br />Before moving into reports, President Boehmer reported: l) Three pieces of legis- <br />lation are being added to toni.ght's agenda: Ordinance No. 85~~.33, to make and <br />transfer appropriations for current expenses and other expenditures for the city <br />for the year ending December 31, 1985; Ordinance No. 85~-1.34, to make appropriations <br />for current expenses and other expenditures for the city for the year ending <br />December 31, 1985; Ordinance No. 85-38, amending Section 351.18 of Chapter 351 of <br />the Codified.Ordinances entitled "Parking Generally", to provide for an increased <br />penalty for violating Section 351.20 entitled "Handicapped Parking". <br />Law Director Gareau reported:. 1) Tuesday, a full day .was set aside for taking <br />depositions from various individuals at City Hall with respect to the Crumbley law- <br />suit; Assistant Director of Law Dubelko was in attendance. <br />2) Mayor Swietyniowski, NOMBL Executive Assistant Terbrack and .Law Director Gareau <br />attended a conference in .Orlando, Florida with respect to privatisation as it <br />affects mass transportation and what .the new policy .is with respect to the Urban <br />Mass Transportation Administration for future transportation. needs throughout the <br />country. The future will see changes made in the transportation system,throughout <br />Cuyahoga County as well as the rest of the state and included in these changes will <br />be competition. If anything came out of this particular conference, it had to do <br />with the aspect that competition, either by virtue of having two governmental en- <br />tities compete with one another, or private industry compete with one another, is <br />a healthy thing and reduces cost. Although the city has done so in .the past, it <br />should look at terms of competition, not only .the basic. service aspect but particu- <br />larly in trying to cut some of the costs. RTA has, in the past, had a policy of <br />providing parity as far as expenditures for wages and things of .that nature; the <br />City of North Olmsted is going to -have to look at turning back same of its staff <br />through attrition to make sure it can not only compete with private industry but <br />with RTA itself. Law Director is still attempting to set up a meeting to <br />establish .the ground rules for the audit so that it can be finished and by next <br />June the city will know how it stands. <br />~. _ .u.~~,~,~, ~, <br />
