Council Minutes of 12/5/8.5 -2- <br />Finance Director Boyle reported: 1) Finance Committee Chairman Wilamosky will <br />'~IIIIV' be giving most of Mr. Boyle's report this evening. One thing that he did not <br />discuss with the committee was the problems he has heard about with Social <br />Security and Medicare which resulted in a small tax reform. Had thought it was <br />going to be overturned but it hasn't been. In 1986, the city will be paying 1.45 <br />of all payroll to help fund Medicare and may possibly have to put new hires under <br />Social Security, or a minimum of those new hires, who don't choose to be under PERS. <br />This has not been totally defined by Social Security or Internal Revenue but the <br />city will be paying 1.45, which is the proportionate share of the employees and <br />employers portion of Social Security to help fund Medicare. <br />Mrs. Saringer, Chairman Intra-Governmental Relations and Legislation Committee <br />reported: 1) Recreation Commission met November 26th. On December 15th, a <br />Santa Skate will be held at the Rec Center, from 6:30 to 8:30 P.M., with free <br />hot chocolate, cookies and candy canes. Santa Claus will be present and it will <br />be hosted by a DJ. Hope to increase attendance at the public sessions on Fridays <br />by having a DJ since this has proved successful. Commission approved a prioritized <br />plan for a bike path which was passed by Council in 1979. Mr. Louts and the <br />commission will be applying for funds that are going to be made available for bike <br />paths. <br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported: <br />1) Had requested that two old pieces of legislation be placed on tonight's agenda <br />for the purpose of tabling them. Ordinance No. 84-104 is the legislation covering <br />prohibition of right turns on red from Lorain Road onto Clague Road. City Engineer <br />reported that it appears the prohibition would require present signal timing to be <br />adjusted for more "green time" for Lorain Road to clear the traffic waiting for <br />such a movement. This added "green time" for Lorain Road would have to be deducted <br />from the "green time" allocated to Clague Road and, in essence, would defeat the <br />purpose of the left turn signalization. <br />2) Ordinance No. 84-90 covers reduction of speed on Porter Road. The Ohio Depart- <br />ment of Transportation advises that from all indications Porter Road is functioning <br />as a through highway. It is a county road on the Federal Aid Urban System with <br />classification as an "urban collector". Porter Road connects two primary highways - <br />Lorain and Center Ridge Roads. Motorists perceive Porter Road as a through highway <br />since their pace was noted at 35 miles per hour. If Porter Road is not designated <br />as a through highway, it may no longer be eligible for federal aid since its <br />classification as an "urban collector" would be changed. In July, City Engineer <br />Schaller submitted a copy of the Porter Road Speed Study which indicates that the <br />warranted speed for Porter Road is slightly less than 44 miles per hour, therefore <br />a reduction in the posted speed limit is not warranted at this time. Copies of the <br />speed study and forms and data are available in the Engineering Department for re- <br />view. <br />3) Has three liquor permit requests; would like. to discuss the one for Tony's <br />Tower Pizza since some merchants in the area have voiced an objection to the issu- <br />ance of a D1 and D5 permit. Upon investigation, Mr. O'Grady discovered that <br />Tony's Tower Pizza has already been issued a C1 license which was issued without <br />any objection. A Convenient Food Store in this same shopping strip also has a <br />C1 license. Law Department advised that since the Cl permit. was issued to Tony's <br />Tower Pizza, without objection, and they request a higher level permit such as <br />a D5, the city cannot prohibit such an issuance. This being the case, Mr. O'Grady <br />moved Council have no objection to the issuance of a Dl and D5 liquor permit for <br />Francis A. Procaccini, dba Tony's Tower Pizza, 4862 Dover Center Road, North Olmsted, <br />Ohio, second by Mr. Wilamosky. Roll call on motion: Affirmative vote: Bierman, <br />O'Grady, Petrigac, Rademaker, Saringer, Wilamosky. Negative vote: Tallon. 6 Aye - <br />1 Nay - Motion carried. <br />
