<br />4) Mr. O'Grady moved Council have no objection to the issuance of a D3 liquor
<br />permit for Georgalis Incorporated, dba Milton's Family Restaurant, 26324 Lorain
<br />Road, North Olmsted, Ohio, second by Mr. Bierman, unanimously approved.
<br />5) Mr. O'Grady moved Council have no objection to the transfer of a C1, C2 and
<br />D6 liquor permit from Columbia Point Deli, Incorporated, 5600 Columbia Road,
<br />1st Floor, North Olmsted, Ohio, to Phialip and Charlene A. Mims, dba Columbia
<br />Point Beverage and Deli, 5600 Columbia Road, 1st Floor, North Olmsted, Ohio,
<br />second by Mr. Bierman, unanimously approved.
<br />Mr. Wilamosky, Chairman Finance Committee as well as Streets and Drainage
<br />Committee reported: 1) Finance Committee met on November 20th to discuss up-
<br />coming transfers which are reflected in Ordinance Nos. 85-133 and 85-134. At
<br />that time, committee was working with rather raw material and will be meeting
<br />again to discuss these two pieces of legislation. Does not believe a special
<br />meeting will be necessary; will handle the transfers at the next regular council
<br />meeting in December and will report further as to any corrections, additions or
<br />subtractions to the legislation.
<br />2) Committee also discussed the Recreation Fund, specifically with respect to
<br />revenue and expenditures of the Pro Shop. There is some interest in the Pro Shop
<br />because of the amount of revenue that has been expended. Requested Mr. Couts to
<br />supply the committee with an updated inventory; he has done so; the inventory list
<br />is effective November 1st and reflects a total of $55,000 in inventory, with a
<br />carry-over as of January 1st of 1985 of $35,000 in inventory. The Pro Shop,
<br />based on the figures available to the committee, expended something in the area of
<br />about $79,000 which included not only the appropriations for Pro Shop but the
<br />appropriation that council adopted in the area of team sales. Revenue in both
<br />line items to date, have run about $84,000. Will review and possibly develop some
<br />recommendations with respect to the feasibility, based on those figures, of even
<br />continuing with the Pro Shop. These figures do not take into consideration any
<br />expenses with respect to lighting or labor and. management costs. There is
<br />currently $55,000 of tax dollars sitting in inventory. The whole intent was to
<br />make some money to offset the operating costs of the Recreation Complex; based
<br />on these figures, that is not happening. Committee also considered other revenues:
<br />i.ce-skating, swimming and tennis, all of which are down based on last year's figures.
<br />Ordinance Nos. 85-133 and 85-134 reflect interfund transfers of approximately
<br />$42,000 to cover deficits and shortfalls in various line items in the Recreation
<br />Fund. There is a very good chance that an additional $25,000 may be necessary to
<br />get through fiscal year 1985.
<br />3) Committee discussed Ordinance No. 85-130, directing the County Auditor to pay
<br />all tax money due and owing the city in 1986, as well as Resolution No. 85-132,
<br />accepting the tax rates from the Budget Commission. Wi11 be asking for suspen-
<br />sion of rule requiring three readings on both 85-130 and 85-132.
<br />Audience participation:
<br />Mr. Wade Leonard, 5251 East Park Drive, discussed the court order with respect
<br />to Halleen property: why was fencing torn down and where is the shrubbery it
<br />called for? Law Director responded that the court ordered the City of North
<br />Olmsted to issue a building permit; the court did not order that shrubs and a
<br />fence be maintained; the only violation, if there is a violation at all, would be
<br />a violation of the variance conditions and not of the court order. Discussion
<br />continued. Law Director recommended the Building Department go back and do a
<br />survey as to what is still there. In light of the issuance of the permit, go back
<br />and look at the records; find out what was included in the permit and advise
<br />council as to whether Halleen is complying or not complying.
