,. <br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />OCTOBER 1, 1985 <br />Present: President James Boehmer, Councilmen Bierman, O'Grady, Petrigac, <br />Rademaker, Saringer, Tallon, Wilamosky. <br />Also present: Mayor Robert Swietyniowski; Law Director Michael Gareau, Finance <br />Director Edward Boyle, Clerk of Council Florence Campbell. <br />Meeting was called to order by President Boehmer at 8:15 P.M., in Council Chambers, <br />5200 Dover Center Road. <br />Members of the audience were invited to join Members of Council in reciting the <br />Pledge of Allegiance. <br />Minutes of the Council Meeting of September 17, 1985, were approved. <br />President Boehmer announced that the following two pieces of legislation had been <br />added to tonight's agenda: Ordinance No. 85-106, an ordinance amending Ordinance <br />No. 85-71 entitled "an ordinance establishing rates of compensation for various <br />administrative and legislative personnel for the year 1985", by correcting various <br />portions thereof" and Ordinance No. 85-107 "an ordinance to resurface existing <br />pavement and perform miscellaneous work items on that portion of SR 252, from <br />SR 10 to the North Olmsted north corporation line". <br />Mayor Swietyniowski reported: 1) Law Director Gareau, Service Director Corrigan, <br />Bus Line General Manager Mues, Assistant Terbrack, Mayor Swietyniowski, met with <br />NOACA, City of Maple Heights and RTA officials to discuss the options given by <br />Urban Mass Transportation in regard to an audit. A grant award was given by <br />UMTA to NOACA to do the study; Mayor feels it looks very promising. <br />Law Director Gareau reported: 1) Added that. the city is currently waiting for the <br />RTA Board to arrive at some consensus relative to the ground rules regarding the <br />basis of the study. They did meet this morning; did not reach an agreement and <br />city is still waiting. Law Director feels an agreement will eventually be reached <br />and city will not be faced with a deadline of November lst wherein parallel and <br />competing lines will be run. Does not see this as a real possibility. <br />2) Pre-trial was held in Akron yesterday in the Crumbley Case; nothing was re- <br />solved. Expects another pre-trial to be set and eventually the case will be set <br />for trial. <br />Finance Director Boyle reported: 1) State of Ohio released city's audit by Arthur <br />Young and Company. City received a clean opinion paragraph that everything was in <br />line and the financial statements did fairly present the financial position of the <br />city on a cash basis. <br />2) City has received an Al rating on its bond issue from Moody's Investment Corpor- <br />ation; $8,075,000 worth of bonds were sold today to the successful bidder, McDonald <br />and Company Securities at 9.25. Double A rated cities receive 9-1/49 so even <br />though the city is carrying an Al rating it actually sold at a double A rate which <br />is very good. <br /> <br />
