MINUTES OF THE MEETING OF .THE .COUNCIL <br />OF .THE CITY OF .NORTH OLMSTED <br />SEPTEMBER 17, 1985 <br />Present: President Pro Tem Ronald Wilamosky, Councilmen Bierman,. O'Grady, <br />Petrigac, Rademaker, Saringer, Tallon. <br />Also present; Mayor Robert Swietyniowski, Law Director Michael Gareau, Finance <br />Director Edward Boyle, Clerk of Council Florence Campbell. <br />Absent: President Boehmer (present at 8:50 P.M.) <br />Meeting was called to order by President Pro Tem Wilamosky at 8;10 P.M., in <br />Council Chambers, 5200 Dover Center Road. <br />Members of the audience were invited to join Members of Council in reciting the <br />Pledge of Allegiance. <br />Minutes of the Regular Council Meeting of September 3, 1985, were approved. <br />Minutes of the Special Council Meeting of September 10 ,1985, were approved. <br />President Pro Tem Wilamosky announced that President Boehmer's absence is due to <br />family illness; his wife, Ruth, has been hospitalized; expressed Council's best <br />wishes for her speedy return to health. <br />Law Director Gareau reported: 1) Attended a pre-trial conference yesterday with <br />respect to the City of North Qlmsted versus the American Federation of State and <br />Municipal Employees. Case dates back about five years .when the city had lost an <br />arbitration case; appealed that case, even though it was non-appealable, under a <br />state code provision. The dispute was not resolved yesterday and has been set <br />for thirty days to see if it can be worked out. <br />2) Has been in contact with Washington with respect to the Revenue Sharing Case; <br />they preferred to accept the modified agreement, which should end that problem. <br />3) A judgment, in favor of the City of North Olmsted, has been entered in the <br />Ben Wright Case. The full amount of the bid price is to be paid within 90 days, <br />otherwise the entire accumulated interest will also be due at that time. <br />Finance Director Boyle reported: 1) City has received the approximate local <br />government fund records from the county. Next year, will be receiving $517,000, <br />an increase of approximately $20,000 over the anticipated figure for 1985. The <br />federal budget was passed in August; they did fund Entitlement Period 17, which <br />begins in October of 1985, with no provision for Entitlement Period 18, so the <br />city will be receiving revenue sharing of approximately $230,000 during the next <br />calendar year. <br />2) The official statement on bonding is to be released this Friday by Squire, <br />Sanders and Dempsey and sent to Moody's. With the Fair Labor Standards Act, there <br />is a provision about not being able to carry over overtime. It must be paid in <br />the pay period following when it was earned. Finance Director has been waiting <br />for this to be overruled, which was supposed to be by October 15th. Finance De- <br />partment is accumulating information to make provisions to pay up all the accumu- <br />lated overtime which amounts to between $70,000 and $100,000. This amount has <br />not been appropriated as yet. <br />
