Council Minutes of 9/17/85 _3_ <br />r <br />~ LEGISLATION: <br />Ordinance No. 85-52 introduced by Mr. Tallon was given its third reading. An <br />ordinance creating a Capital Improvement Fund entitled "Recreation Capital Im- <br />provements", and declaring an emergency, as amended. Mr. Tallon moved for adoption, <br />second by Mr. O'Grady. Roll call on motion: Affirmative vote: Tallon, Wilamosky. <br />Negative vote: Bierman, O'Grady, Petrigac, Rademaker, Saringer. 2 Aye - 5 Nay - <br />Motion defeated. Ordinance No. 85-52 not adopted. <br />Ordinance No. 85-53 introduced by Mr. Tallon was given its third reading. An <br />ordinance to transfer appropriations for current expenses and other expenditures <br />for the City of North Olmsted for the year ending December 31, 1985, as amended. <br />Mr. Tallon moved for adoption, second by Mr. Bierman. Roll call on motion: <br />Affirmative vote: Bierman, Petrigac, Rademaker, Saringer, Tallon, Wilamosky. <br />Negative vote: O'Grady. 6 Aye - 1 Nay - Motion carried. Ordinance No. 85-53 <br />adopted. <br />Ordinance No. 85-84 introduced by Mr. Wilamosky was given its third reading. An <br />ordinance authorizing the Mayor to enter into a supplemental agreement with the <br />consulting firm of Dalton, Dalton, Newport for the design of improvements to the <br />North Olmsted Wastewater Treatment Plant, and declaring an emergency. Mr. Wilamosky <br />moved for adoption, second by Mrs. Saringer, unanimously approved. Ordinance No. <br />85-84 adopted. <br />Ordinance No. 85-92 introduced by Mrs. Saringer was given its .second reading. An <br />ordinance adopting the 1985 Codified Ordinances, and declaring an emergency. <br />Ordinance No. 85-101 introduced by Mr. Wilamosky was given .its first reading. An <br />ordinance to make appropriations for current expenses and other expenditures for <br />the City of North Olmsted for the year ending December 31, 1985. Mr. Wilamosky <br />moved for suspension of rule requiring three readings as well as rule requiring <br />referral to committee, second by Mrs. Saringer. Roll call on motion: Affirmative <br />vote: Bierman, Petrigac, Rademaker, Saringer, Wilamosky.. Negative vote: O'Grady, <br />Tallon. 5 Aye - 2 Nay - Motion carried. Mr. Wilamosky moved for adoption, second <br />by Mrs. Saringer. Roll call on motion: Affirmative vote: Bierman,. O'Grady, <br />Petrigac, Rademaker, Saringer, Wilamosky. Negative vote: Tallon. 6 Aye - 1 Nay - <br />Motion carried. Ordinance No. 85-101 adopted. <br />At this time (8:50 P.M.) President Boehmer entered the council chambers .and <br />President Pro Tem Wilamosky turned .the chair over to him. <br />Ordinance No. 85-102 introduced by Mr. Wilamosky was given its first reading. An <br />ordinance establishing the compensation to be paid to all hourly employees employed <br />by the North Olmsted Municipal Bus Line, and declaring an emergency. Referred to <br />Finance Committee. <br />Under New Business: <br />Mrs. Petrigac asked if .the Safety Committee would consider legislation prohibiting <br />large trucks, over five ton, from using East Park Drive. Perhaps it is already <br />covered under the city's ordinances and it is just a matter of enforcement. Will <br />research the present ordinances and discuss with Safety Committee. <br />Mr. Bierman reported on a Channel 3 newscast which stated the City of North Olmsted <br />had a problem at the Wastewater .Treatment Plant and was given two weeks, by .the EPA, <br />to clean it up. Mayor responded .that someone had found a dead fish and ,the situ- <br />ation was blown up way out of proportion. During .the current reconstruction, the <br />plant is not operating at full capacity and the effluent is a little high; EPA is <br />well aware of this. <br />t <br />~~r~~, <br />
