Council Minutes of 9/3/85 -4- <br />Audience participation (cont'd): <br />Mrs. Adele Duffy, 5265 East Park Drive also read a letter with respect to Halleen's <br />fence which was to be left up with the gate locked. Mr. Halleen has removed the <br />fence; is in violation of multiple ordinances including encroachment, dumping toxic <br />liquids, using portable electric signs, piling of sundry trash, etc. She will be <br />at the scheduled meeting on September 12th. <br />Mrs. Jean Beck, 5409 Dorothy Drive, asked for an explanation of Section 1174.06 of <br />the Zoning Code which covers rear yards. Mr. Wilamosky explained that basically <br />any business that abuts a residential property cannot .use the last fifty feet of <br />the property for storing of merchandise; it can only be used for parking. <br />Mr. Bill Lackey, 5782 Burns Road, recommended Council adopt all the charter amend- <br />ments on tonight's agenda. Asked the Mayor about the status of the Comity Cabin. <br />Mayor replied the bid package should be ready this week for the electrical portion <br />of it; it does not include any structural changes. Mr. Lackey also thanked all <br />members of council and the administration for their contribution in making the 40th <br />anniversary homecoming a great success. <br />LEGISLATION: <br />Ordinance No. 85-54 introduced by Mr. Tallon was given its third reading. An ordin- <br />ance to make appropriations for current expenses and other expenditures for the City <br />of North Olmsted for the year ending December 31, 1985. Mr. Tallon moved to table, <br />second by Mr. Wilamosky, unanimously approved. Ordinance No. 85-54 TABLED. <br />Ordinance No. 85-52 introduced by Mr. Tallon was given its second reading. An ordin- <br />ance creating a Capital Improvement Fund entitled "Recreation Capital Improvements", <br />and declaring an emergency, as amended. <br />Ordinance No. 85-53 introduced by Mr. Tallon was given its second reading. An ordin- <br />ance to transfer appropriations for current expenses and other expenditures for the <br />City of North Olmsted for the year ending December 31, 1985, as amended. <br />Ordinance No. 85-87 introduced by Mayor Swietyniowski was given its second reading. <br />An ordinance approving a Memorandum of Understanding with the American Federation of <br />State, County and Municipal Employees in the Public Works Division of the Department <br />of Public Service of the City of North Olmsted, and repealing Ordinance No. 83-147 <br />enacted December 6, 1983, and declaring an emergency, as amended. <br />Ordinance No. 85-8& introduced by Mr. Wilamosky was given its second reading. An <br />ordinance providing for the issuance and sale of $3,050,000 notes, in anticipation of <br />the issuance of bonds, for the purpose of constructing, furnishing and equipping a <br />combined Bus Garage, Service Garage and Municipal Administration Building and im- <br />proving the site thereof, and declaring an emergency. <br />Ordinance No. 85-89 introduced by Mr. Wilamosky was given its second reading. An <br />ordinance providing for the issuance and sale of $350,000 notes, in anticipation of <br />the issuance of bonds, for the purpose of purchasing trucks, automobiles and other <br />motorized equipment, together with the necessary appurtenances thereto, for various <br />departments of the city, and declaring an emergency. <br />Ordinance No. 85-90 introduced by Mr. Wilamosky was given its second reading. An <br />ordinance providing for the issuance and sale of $75,000 notes, in anticipation of <br />the issuance of bonds, to pay costs of acquiring and installing telephone equipment <br />and necessary appurtenances thereto for use by the city, and declaring an emergency. <br /> <br />
