MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JULY 16, 1985 <br />Present: President James Boehmer, Councilmen Bierman, O'Grady, Petrigac, <br />Rademaker, Saringer, Tallon, Wilamosky. <br />Also present: Mayor Robert Swietyniowski, Law Director Michael Gareau, Finance <br />Director Edward Boyle, Acting Clerk of Council Linda Spencer. <br />Meeting was called to order by President Boehmer at 8:00 P.M., in Council Chambers, <br />5200 Dover Center Road. <br />Members of the audience were invited to join Members of Council in reciting the <br />Pledge of Allegiance. <br />Minutes of the regular Council Meeting of July 2, 1985, were approved. <br />Minutes of the special Council Meeting of July 3, 1985, were approved. <br />Minutes of the special Council Meeting of July 9, 1985, were approved. <br />Mayor Swietyniowski reported: 1) Law Director and Mayor just returned from Washing- <br />ton after a fruitful meeting with the Urban Mass Transportation Department, De- <br />partment of Transportation. As soon as he has gathered his notes, will sit down <br />with Council and discuss all aspects of the meeting. <br />Law Director Gareau reported: 1) The briefs scheduled for the Cooper Case have <br />been extended to August 21st as requested by Law Director. <br />2) Attended the Ohio Municipal Attorneys' Conference last week; a number of things <br />are happening in the area of municipal law and financing that will have drastic <br />and adverse affects on municipal corporations as a whole and particularly the City <br />of North Olmsted with respect to block grant money, revenue .sharing, compliance <br />with wages and hour requirements, what the elimination of sovereign immunity has <br />done to insurance rates, etc. Will be discussing with Council ~n more detail. <br />3) City was successful in Common Pleas Court in the Zurawski Case. <br />4) Has issued a legal opinion, at the request of the Mayor, regarding the use of <br />Council Chambers; that opinion is on file in the Clerk of Council's office. <br />Finance Director Boyle reported: 1) Has received a few different ideas on tax <br />credit, on financing of it. One thought was to collect our own taxes and another <br />was to do our own water billing. Upon some investigating, Finance Director discovered <br />the city spent $86,000 to have Regional Income Tax collect income taxes. National <br />Cash Register advised about the type of equipment needed; plus a minimum of five <br />people to collect, not adding forms and postage, etc., would probably bring the cost <br />to the City of North Olmsted around the $92,000 mark. At this point, Mr. Boyle <br />ceased to pursue the matter. In looking at water billing, contacted the City of <br />Cleveland and was advised it would cost slightly over $3,000,000 to purchase the <br />equipment; it would cost the residents approximatley $15 per thousand cubic feet; <br />present cost is approximately $8 so this is not feasible either. <br />President Boehmer announced that Ordinance No. 84-120 and Ordinance No. 85-51 are <br />being added to the agenda for third reading; Ordinance No. 85-86 and Ordinance No. <br />85-87 are being added also and will be placed on first reading. <br />
