,~ <br />Council Minutes of 7/16/85 _2_ <br />Mrs. Saringer, Chairman Intra-Governmental Relations and Legislation Committee <br />reported: 1) Committee met on July 11th with Mrs. Saringer and Mr. O'Grady in <br />attendance; Mr. Rademaker was absent. Also in attendance was Councilmen Tallon, <br />Petrigac and Bierman, Estelle King, Joe Sepici, Rita and Joe O'Grady. Committee <br />discussed Ordinance No. 85-67, the proposed amendment to the Charter relating to <br />the establishment within the Department of Human Resources, a Division of Aging. <br />Committee members present urge Council to pass this legislation and give the <br />voters the opportunity to vote on it. <br />2) Committee also discussed the possibility of the creation of a Mayor's Court. <br />Committee feels the new administration, taking office in January, 1986, should <br />look into this as a means of increasing the City's revenues. <br />3) Committee reviewed the stun gun ordinance from the city of Mentor on the Lake. <br />Law Director and Committee agree this is superior to the one introduced by the <br />Council of the City of North Olmsted and should be adopted with the concurrence <br />of Police Chief Marsh. <br />4) Committee discussed Resolution No. 85-85, selecting Mayor Anthony Sinagra to <br />serve as North Olmsted's representative to the Cuyahoga County 911 Planning <br />Committee and urges Council to support it. <br />5) The Parks and Recreation Commission met on July 9th; heard representatives from <br />both the hockey and figure skating clubs who request additional ice time. They <br />will meet with Mr. Cours to work something out that will be agreeable to all con- <br />cerned. Commission approved raising the rates for the pool and ice rental groups <br />by 5.57. Drainage is completed in front of the Rec Complex. Commission will be <br />sending a letter to the Charter Review Commission with several recommendations: <br />that a 1 mill levy increase be instituted for recreation; that a Recreation Director, <br />answerable to the Mayor and no longer under the supervision of the Safety Director, <br />be appointed; and that the Chairman of the Recreation Committee of Council also <br />serve as Council's appointment to the Recreation Commission. <br />President Boehmer stated that he wholeheartedly supported Ordinance No. 85-67, <br />establishing a Division of Aging, and urged Council to pass this legislation. <br />Mr. O'Grady, Chairman Public Health, Safety and Welfare Committee reported: <br />1) Committee met July 11th with Councilpersons Bierman, Petrigac, Tallon and <br />Saringer, as well as Captain Krynak and Prosecutor Albenze in attendance. The <br />first item on the agenda was a letter from Belinda Prince, investigative reporter <br />from station WERE, which took exception to the city's position with respect to first <br />offenders in a DWI Case. Mr. Woerpel's legislation, passed March 15, 1983, <br />amended the new state code effective March 17th, which would require that a first <br />offender spend three days in jail or in a rehabilitation program. Council increased <br />the fine for a first offender from $150 to $350 and left a jail sent~nee up to the <br />discretion of the trial ,judge. The ordinance also went on to make a second and <br />third time offender comparable to the state: ten days or more for a second offense <br />and thirty days or more for a third offense. Committee as a whole recommends that <br />Ordinance No. 83-37 stand as written and passed. <br />2) Committee discussed Ordinance No. 85-38, increasing the penalty for parking in <br />designated handicapped parking spaces. The City of North Olmsted has a year's <br />supply of tickets and in the def inition section there was no designation for the <br />$25 fine for parking in a designated handicapped area. Have recommended that the <br />Law Director and Safety Director investigate the possibility of buying stickers <br />that would define the penalty of $25 and which could be attached to the tickets; <br />thus the patrolman could easily write in the proper block that it was being issued <br />for parking in a handicapped area. Committee recommends passage of this ordinance. <br />
