Council Minutes of 7/16/85 _3_ <br />~,,, 3) Committee discussed Ordinance No. 85-74, barrier and warning devices. Although <br />the city does have certain requirements as designated by the City Engineer re- <br />garding barriers or warning devices, they do not apply when it is a federal, state <br />or county project. This ordinance recommends that the same requirements be applied <br />to all and committee agrees to making the change. <br />4) Committee received petitions for additional street lighting on David and Tall- <br />wood Drives and will be recommending the addition of two street lights for each <br />street. <br />5) Mr. O'Grady moved Council have no objection to the issuance of a C1 liquor <br />permit to Francis A. Procaccini, dba Tony's Tower Pizza, 4862 Dover Center Road, <br />North Olmsted, Ohio, second by Mr. Wilamosky, unanimously approved. <br />6) Mr. O'Grady moved Council have no objection to the issuance of a D1 liquor <br />permit to Stanley S. Schall, dba Papa Stan's Pizza and Pastry, 26691 Brookpark <br />Road Extension, North Olmsted, Ohio, second by Mr. Tallon, unanimously approved. <br />Mr. Wilamosky suggested that Mrs. Petrigac's Ad Hoc Planning Committee Report <br />should not be given under Council Committee Reports, but under the New Business <br />portion of the meeting. Mrs. Petrigac agreed to give it at that time. <br />Mr. Wilamosky, Chairman Finance Committee as well as Streets and Drainage Committee <br />reported: 1) Finance Committee met an July 15th with all members in attendance as <br />well as Recreation Complex Manager, Jerry Couts, Finance Director Boyle, Councilmen <br />Bierman and Rademaker and Mayor Swietyniowski. Committee discussed Ordinance No. <br />85-51 which creates a new fund, Capital Improvement Infrastructure Fund. Will <br />recommend against adoption since a Capital Improvement Fund has already been <br />established. <br />2) Committee discussed Ordinance No. 85-52, creating a new fund known as the <br />Recreation Capital Improvement Fund. Committee has no objection but recommends <br />an amendment, to provide within Section II, an effective date of January 1, 1986. <br />3) Committee discussed Ordinance No. 85-53, a transfer of appropriations and <br />recommends adoption after amending Section 1 by striking out "Recreation Fund and <br />Recreation Capital Improvements Fund" and the dollar amounts of "$28,300", since <br />this is a hypothetical figure at this time. <br />4) Committee also discussed Ordinance No. 85-54, transfers of appropriations of <br />various line items. In most cases, the amounts listed within the legislation have <br />been previously handled in other transfers and appropriation legislation. Will be <br />recommending that Council table this legislation. <br />5) Discussed Ordinance No. 85-71, rates of compensation for administrative and <br />legislative personnel and committee .has no objection and recommends adoption. <br />6) Committee discussed Ordinance No. 85-73, Tax Credit, and recommends adoption. <br />On December 31st of this year, the tax credit will revert back to its previously <br />adopted status, which would generate approximately $720,000 less in revenue for <br />services and community benefits, if this legislation is not adopted. <br />7) Committee discussed and has no objection to Ordinance No. 85-77 which provides <br />for compensation and organization of non-uniform employees of the Police Department. <br />8) Committee discussed and has no objection to Ordinance No. 84-120 which provides <br />for the compensation of employees of the Rec Department. <br />LEGISLATION: <br />Ordinance No. 84-120 introduced by Mrs. Saringer was given its .third reading. An <br />ordinance establishing the complement of ,the Parks and Recreation Department, <br />affixing the compensation to be paid the members .thereof and repealing .Ordinance <br />No. 83-132, and declaring an emergency.
