Council Minutes of 7/2/85 -3- <br />Mr. Wilamosky, Chairman Finance Committee as well as Streets and Drainage <br />Committee reported: 1) Finance Committee met on June 24th; Councilwoman Petrigac, <br />Finance Director Boyle and Mayor Swietyniowski were in attendance. Committee dis- <br />cussed funding the emergency phones for I-480. Installation cost is $1,000 per <br />phone with a monthly service charge of about $35. Discussed two locations - Clague <br />Road and Stearns Road; would like the first one to be placed in the Clague Road <br />area. Recommend that Council give consideration to the up-coming transfer ordin- <br />ance to provide sufficient funding far one phone in the Clague Road area. <br />2) Committee also discussed fireworks display for the Fourth of July and recommend <br />Council give consideration to fund such a display in an anount not to exceed $2,000. <br />3) Committee also discussed an additional appropriation of $1,000 for the Mayor's <br />organization and travel, primarily to be used for expenses relating to RTA and the <br />city's effort to maintain control of the transit system. Recommend the transfer of <br />an additional $1,000 to this line item. <br />4) Requests the Finance Director to prepare a detailed report outlining the expendi- <br />tures of monies received from the fire of the Bus Garage in February of 1982 through <br />a period consisting of the genesis of the casualty loss and insurance recovery fund <br />up through December 31, 1984. Would like to have included in the report, when the <br />money was received; the amount and date it was received; the amounts expended; the <br />purpose of the expenditures; the dates of the expenditures; who expended it and who <br />authorized the expenditures. <br />Audience participation: <br />Mr. Jerry Penyin, 6427 Barton Road, discussed Ordinance No. 74-112 which prohibits <br />having an inoperable vehicle or motor vehicles unfit for further use as motor <br />vehicles on private property. His neighbor, Joe Dickey, 6397 Barton Road has been <br />cited for working on an inoperable car in his backyard. Does not think the intent <br />of this ordinance was to hassle a 70 year old man who works on a car as a hobby. <br />Suggests an appeal's board similar to the BZA; have boundary markers of distance <br />from road or home; or have inspectors with the power to evaluate the violation <br />of the intent of the ordinance. Submitted his suggestions to Ward 3 Councilman, <br />Ron Wilamosky. <br />Mr. Larry Schwartz, 24946 Florence Avenue, discussed Resolution No. 85-73 and <br />expressed his hope that council would consider other city's means for increasing <br />revenues without increasing taxes; feels the Finance Director should work closely <br />with council to improve the financial condition of the city without increasing the <br />taxes of the residents; please vote for true taxpayer relief. Mr. Wilamosky re- <br />quested that Mr. Schwartz submit some recommendations which the Finance Committee <br />would be happy to look into. <br />Mrs. Alice Holmok, 3443 West 231 Street, asked what the procedure was for using <br />the sign in the front of the Community Cabin. Service Director replied that the <br />basic procedure was that whoever was renting the cabin had first use of the sign. <br />Mrs. Holmok stated that the Community Council held a Strawberry Festival on June 22nd, <br />rented the cabin for this event, and was told they could not use the sign. Mr. <br />Corrigan stated there must have been an administrative foul-up or bad communication <br />because they should definitely been given that privilege. <br />Mr. Steven Soltay, representing Mr. Ernest Nemeth and the strip shopping center <br />interests at 29328 Lorain Road requested Council to reconsider their decision with <br />respect to the installation of just the one driveway and allow them to have two; <br />the Safety Department and the Fire Department both approved of two driveways; other <br />business on Lorain Road have two; it would be more accessible for emergency vehicles. <br /> <br />
