Council Minutes of 7/2/85 -4- <br />Mr. Dean McKay, 5197 Columbia Road, also address Council on the income tax credit <br />'~r reduction. The purpose of this was to pay for the new City Hall Complex and allow <br />a little leeway for some capital improvements. The ordinance was to run for <br />approximately 2/2~ years. City has realized over $700,000; $150,000 has been paid <br />towards City Hall and that was the interest on the borrowed money; this is not <br />fair. It is unfair to the people who live in the city and work outside the city. <br />They are paying 2~~ income tax while others are only paying 17. If this income <br />tax reduction becomes permanent, the ordinance should state that this money shall <br />only be used to pay for City Hall and not be used for everyday expenses as in the <br />past. <br />LEGISLATION: <br />Ordinance No. 85-67 introduced by Mr. Tallon was given its second reading. An <br />ordinance providing for the submission to the electors of the City of North Olmsted <br />of a proposed amendment to the Charter of the City of North Olmsted relating to the <br />establishment within the Department of Human Resources,: a Division of Aging, and <br />declaring an emergency. <br />Ordinance No. 85-68 introduced by Mr. Tallon was given its second reading. An <br />ordinance providing for the amendment of the Zone Map of the City of North Olmsted, <br />which Zone Map is part of the Zoning Code of the City of North Olmsted, by changing <br />the premises hereinafter described from General Retail Business District to Single <br />Residence B District. <br />Resolution No. 85-69 introduced by Mr. Wilamosky was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for <br />diesel fuel and gasoline and authorizing the Mayor to contract for same. <br />Ordinance No. 85-71 introduced by Mayor Swietyniowski was given its first reading. <br />An ordinance establishing rates of compensation for various administrative and leg- <br />islative personnel for the year 1985, and declaring an emergency. Referred to <br />Finance Committee. <br />Ordinance No. 85-72 introduced by Mr. Bierman was given its first reading. An <br />ordinance authorizing the Director of Finance to continue to pay the salary of <br />Mr. Bob Prickett of the Service Department up through and including January 1, <br />1986, and declaring an emergency. Mr. Bierman moved for suspension of rule re- <br />quiring three readings, second by Mr. Rademaker, unanimously approved. Mr. Bierman <br />moved for adoption, second by Mr. O'Grady, unanimously approved. Ordinance No. <br />85-72 adopted. <br />Ordinance No. 85-73 introduced by Mayor Swietyniowski was given its first reading. <br />An ordinance amending Section 3 of Ordinance No. 82-94 entitled "An ordinance <br />amending Section 1501.1901 of the Codified Ordinances of the City of North Olmsted <br />entitled 'Tax Credit' of Chapter 1501.19 entitled 'Tax Payers Relief', and de- <br />claring an emergency, as amended". Referred to Finance Committee. <br />Ordinance No. 85-74 introduced by Mr. Tallon was given its first reading. An <br />ordinance adopting a new and revised Section 901.09 of the Codified Ordinances <br />entitled, "Barriers and Warning Devices", and declaring an emergency. Referred <br />to Safety Committee. <br />Mr. Wilamosky moved that Finance Director Boyle present a Fiscal Off leer's <br />Certificate with respect to Ordinance No. 85-75, second by Mr. Tallon, unanimously <br />approved.
