Council Minutes of 6/18/85 -4- <br />LEGISLATION (cont'd): <br />Ordinance No. 85-68 introduced by Mr. Tallon was given its first reading. An <br />ordinance providing for the amendment of the Zone Map of the City of North Olmsted, <br />which Zone Map is part of the Zoning Code of the City of North Olmsted, by changing <br />the premises hereinafter described from General Retail Business District to Single <br />Residence B District. Referred to BZD Committee. <br />Resolution No. 85-69 introduced by Mr. Wilamosky was given its first reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for <br />diesel fuel and gasoline and authorizing the Mayor to contract for same. Re- <br />ferred to Finance Committee. <br />Resolution No. 85-70 introduced by Mrs. Petrigac on behalf of the Mayor and the <br />entire Council was given its first reading. A resolution commending the achieve- <br />ment of the Eagle Scout Award in Boy Scouting. Mrs. Petrigac moved for suspension <br />of rule requiring three readings, second by Mr. Wilamosky, unanimously approved. <br />Mrs. Petrigac moved for adoption, second by Mr. Wilamosky, unanimously approved. <br />Resolution No. 85-70 adopted. <br />Under Old Business: <br />Mr. Rademaker reminded Council of a complaint made by a resident with respect to <br />the noise of a dirt bike and lack of police response in that instance; Council <br />was again informed of a lack of police response to an injured and troublesome dog <br />by a resident this evening. Asked Safety Director Petre what discretion the dis- <br />patchers have in terms of making a determination as to whether or not there is a <br />violation or whether or not a police car should be sent out or the Dog Warden <br />notified. Mr. Petre replied that he had made a complete written report to <br />Councilman Bierman with respect to the noisy dirt bike incident; that problem has <br />been resolved. In checking what the dispatcher had said, found that the way it <br />was interpreted and told second or third hand is not word for word with what was <br />actually stated. He will certainly look into the dog complaint made this evening <br />and find out what caused the long delay in police response. <br />Mr. Bierman asked the Mayor what progress had been made with the installation <br />of the emergency phones. Mayor responded that by the next council meeting, he <br />will have a def finite timetable; there is a matter of financing. <br />Mr. Rademaker asked the Mayor to please look into the violations at Galati's, <br />across from Mr. Donut and the foreign sports car leasing facility that took over <br />the facility formerly called Grandma's Donuts. Galati's has twelve parking spaces <br />and indicated to Council that he would never exceed having twelve cars on the lot. <br />The leasing facility has approximatley eight parking places and swore they would <br />never have more than eight cars, two of which would be parked inside. They have <br />many more cars than that at both places; they are in violation of the code; would <br />like Building Commissioner Gundy to investigate. Mayor promised to take care of <br />this problem. <br />Mrs. Petrigac asked if the speed limit survey on Porter Road had been completed <br />and if so, what are the results. City Engineer Schaller advised that they have <br />taken all the speed runs necessary; is in the process of going through the calcu- <br />lations and the report should be ready for the next council meeting. <br />Mrs. Petrigac also commented that in the last month she has received more calls <br />than usual with respect to city-wide vandalism. Asked Mayor Swietyniowski what <br />had happened to the Block Watch Program that was to be established on a trial <br />basis. Mayor replied it is in the process of being set up with two subdivisions <br />and as soon as he has some results, will inform Council. If they prove successful, <br />they will be spread throughout the city. <br />
