No quote was made on bids at this time; there are still some questions <br />on cost; committee urges the County Commissioners to proceed with the 911 Emergency <br />Phone System. <br />2) Ordinance No. 85-58, the demolition of a detached garage at 5803 Stearns Road, <br />was also discussed. Present at the meeting, along with Couneilperson Petrigac, <br />was Building Commissioner Gundy. This particular building was burned out in <br />November of 1984, with no repairs being made. Building Commissioner notified the <br />property owners on February 25th to either make repairs or the city would proceed <br />with demolition. As of April 29th, no response had been received; Committee there- <br />fore recommends passage of Ordinance No. 85-58. <br />Mrs. Petrigac announced receipt of a communication from Chief Marsh in regard to <br />the ordinance dealing with handicapped parking. Prosecutor Albenze's opinion was <br />that writing the offense and new fines on the face of the ticket would not cause <br />any legal problems and the tickets issued would be legal. Mrs. Petrigac still <br />suggests delaying passage of the ordinance to avoid problems and confusion created <br />by the writing on the tickets in this manner. Requested that this issue be placed <br />into the Safety Committee for concurrence as to delaying passage of Ordinance No. <br />85-38, or acting on it immediately. President Boehmer asked Chairman O'Grady to <br />discuss this in the Safety Committee's next meeting. <br />Because of Chairman Tallon's work committment, Member Bierman gave the following <br />Building, Zoning and Development Committee report: 1) BZD Co~mnittee met on May 30th <br />with Councilmen Petrigac and O'Grady present as well as Safety Director Petre, City <br />Engineer Schaller and Building Commissioner Gundy. Mr. Gundy presented the following: <br />a. Tennis Academy, 5870 Canterbury Road, proposal to construct tennis <br />school with two tennis courts; locker rooms in an adjacent house. This <br />would come under Country Club requirements according to City's zoning. <br />Approved by ARB. A certificate attesting to a non-profit type of operation <br />must be presented. Committee recommends approval. Mr. Bierman moved <br />council approve the Tennis Academy at 5870 Canterbury Road, second by <br />Mr. Rademaker, unanimously approved. <br />b. Hoty's Victoria Plaza, 24363 Lorain Road, proposed strip shopping center. <br />This came before Council on the 21st of May and was returned to committee <br />because of several safety recommendations by the Police Department such as <br />moving the building four feet south and eleven feet west to provide better <br />parking in the front and access to the rear of the building for employees <br />as well as police and fire equipment. Ingress only, with proper signage, <br />will be provided on the west side of the lot. Committee recommends approval. <br />Mr. Bierman moved council approve the Hoty Victoria Plaza, 24363 Lorain Road, <br />second by Mr. Rademaker, unanimously approved. <br />2) City Engineer Schaller reported that the Engineering Department has been conducting <br />a survey of retention basins to provide field data regarding the minimum criteria <br />for underground stormwater retention system. As of this date, a total of 76 systems <br />have been inspected; 11 open, above ground basins and 65 underground systems. Of <br />the 35 systems which need work, cleaning is in progress on 9 of them. Additionally, <br />11 systems have been cleaned and are properly working. Details of the minimum <br />standards needed to supplement the proposed ordinance will be availabe for the <br />next BZD Committee meeting. <br />Letters and Communications: <br />Clerk of Council reported receipt of a letter from the Cleveland Electric Illuminating <br />Company quoting proposed rate increases; information is on file in the Clerk's office <br />and is available for inspection by the public during regular working hours. <br /> <br />
