<br />Finance Director Boyle reported: 1) Arthur Young Company has begun the audit and
<br />should finish early in July; all audit reports should be finalized and post audit
<br />conference completed by the end of July,
<br />2) McDonald and Company has contacted the city about the $5,315,000 outstanding
<br />sewer note. Originally, a fixed rate and variable rate borrowing had been proposed.
<br />The way the market is right now, would like to go with a straight, fixed rate. In-
<br />terest rates are very low and appears they will stay that way; borrowing has been
<br />quite good. City will earn over a half million dollars on borrowings on the note
<br />which will help reduce it. City will reduce the note from $5,415,000 down to
<br />$4,050,000 and be able to cover most of it within the 3 mill limitation. The 3 mills,
<br />originally passed in 1977, will expire in the year 2003. The renewal, passed last
<br />November, coupled with the way the policy has been going, will now expire in 2004.
<br />Have only increased by one year and have reduced the total borrowing by five, which is
<br />a savings over the life of this program of 2-1/2 to 3 million dollars. The way the
<br />operational costs have been going, and the cost of construction, will probably be
<br />introducing a new rate increase structure before the end of this year. Council passed
<br />one for five years earlier this year and city will be lowering this.

<br />Mr. Bierman, Chairman Long Range Planning Committee reported: 1) Committee met on
<br />May 23rd with Council as a Whole Committee to review the many suggestions received
<br />on disbursement of the Community Development Block Grant money. After much dis-
<br />cussion, committee suggests the following proposals, on a priority basis:
<br />No. 1 - Drainage and sewer improvement, Phase II of Dewey Road.
<br />No, 2 - Historical Preservation - OId Town Hall, Phase IV, and accessibility for
<br />the handicapped,
<br />No. 3 - Accessibility for the handicapped - therepeutic swimming pool ladder at the
<br />North Olmsted Recreation Complex.
<br />No. 4 - Community Services/Transportation Services for the elderly, handicapped and
<br />low/moderate income persons; purchase of a van.
<br />No, 5 - Public facility improvement -fencing for Coe and Butternut Ridge Cemeteries.
<br />No, 6 - Street improvement - traffic light for Lorain Road and Walter Road intersection.
<br />No, 7 - Street improvement - traffic safety island at Porter Road, Butternut Ridge
<br />Road, Lorain Road intersection.
<br />As alternates:
<br />No, 1 - Public facility improvement - replacement of retaining wall at the North
<br />Olmsted Senior Center and Community Cabin.
<br />No, 2 - Street improvement - traffic light. at Lorain Road and Columbia Road intersection
<br />No. 3 - Public recreational facility improvement - Charles B. Lewis Memorial Park,
<br />Phase II.
<br />No, 4 - Housing/street improvements - driveway approaches for low/moderate income
<br />residences.
<br />No, 5 - Housing rehabilitation.
<br />Mr. Bierman moved Council accept the above listed recommendations of the committee,
<br />second by Mrs. Saringer, unanimously approved.
<br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported:
<br />1) Safety Committee met on Thursday, May 20th, to review Ordinance No. 85-60 and
<br />Ordinance No. 85-58. Ordinance No. 85-60 covers the 911 emergency number; noted
<br />that the ordinance should read "911" not "9-1-1". Safety Director Petre and Council-
<br />person Petrigac were in attendance. Ordinance No. 85-60 is also covered by Senate
<br />Bill 163 and House Bill 491 which have passed the House and Senate and are being
<br />prepared for the governor's signature. The first step would be that the State of
<br />Ohio would pay for the installation of a network system that would cover the entire
<br />state. Each community would have the option to participate in this. For example,
<br />North Olmsted would have a ane-time charge and then a re-occuring monthly charge to
<br />maintain it. Findlay, Ohio, f.or example, would be assessed 50 cents per month, per
