Council Minutes of 5/21/85 -3- <br />8) Committee discussed the hiring of an additional clerk for the Police Depart- <br />went but have no recommendation at this time. <br />9) Committee discussed the intent of Ordinance No. 85-63 which provides for the <br />issuance and sale of $120,000 in notes for the improvement of the Lorain Road East <br />Project. Last year $205,000 was borrowed, however, the project is just starting. <br />Note is basically being reduced by $85,000. The original $205,000 was based on a <br />more extensive improvement in the area of curbs and sidewalks but the State is <br />kind of backing down on this committment. Committee feels the $120,000 is sufficient <br />to cover the city's cost. <br />Mr. Tallon, Chairman Building, Zoning and Development Committee reported: <br />1) At the May 1, 1985, Building Zone of Appeals meeting, Auto Service Protection <br />Company, 31441 Lorain Road, requested an interpretation that car care service of <br />rust-proofing, interior and exterior protection, would be a permitted use in a <br />limited industrial area. By a two to one vote, the request was denied. At the <br />following BZA meeting, the company appealed the decision. BZA could not act again <br />because of a one year limitation on appeals. BZA advised the only relief for this <br />situation would be for council to over-rule the BZA decision. Mr. Tallon therefore <br />moved that council over-rule the BZA decision of May 1, 1985, with respect to Auto <br />Service Protection Company at 31441 Lorain Road, second by Mr. O'Grady, unanimously <br />approved. <br />Mrs. Petrigac, Chairman Recreation, Public Parks and Buildings Committee as well as <br />Transportation Committee reported: 1) Transportation Committee met with the Mayor, <br />Safety Director and Police Chief Marsh, Councilman Bierman and herself in attendance. <br />Committee discussed the IGA Market letter and the concerns expressed at the last <br />council meeting with respect to traffic and deliveries in that area due to the <br />closing of Columbia Road. The entire project should be finished within two months <br />and the Mayor suggested that all complaints be taken up with the State of Ohio. <br />2) Committee discussed Ordinance No. 85-33, establishing no parking on Nantucket <br />Drive from Revere to the cul-de-sac; committee recommends passage. <br />3) Committee discussed Ordinance No. 85-38 dealing with the fines for illegal <br />parking in designated. handicapped parking spaces. Current police tickets have no <br />designation for this violation. Committee recommends that police officers simply <br />write the violation and the fine on the present tickets. Safety Director and Police <br />Chief will discuss further and report back to committee. <br />4) Bids for four police cars, in the amount of $53,560 were opened with John Lance <br />receiving the bid. With $10,360 for a detective car, minus $3,000 trade-in allow- <br />ance, the total was $60,920; this was below the estimated $62,500. <br />5) Landmarks Commission met on May 16th; Don Copeland discussed the CDBG money <br />still available for Town Hall. Current balance is $17,432.83. Bids were open, with <br />the base bid including waterproofing at $19,475; base bid with an alternate of <br />roof repair is $26,558; base bid with an alternate of roof and painting of facia is <br />$28,851. A balance of $6,000 from Phase Two Senior Center parking, plus the <br />$17,432.83, would provide a sum of $23,132.83 and could take care of some of the <br />brick work; this is the committee's recommendation. <br />6) The Ad Hoc Planning Committee has been meeting monthly for almost a year now. <br />Ron Bugala reported his findings on the establishment of a credit union. Committee <br />had talked about setting up something similar to the CIC, which deals with the <br />Industrial Revenue Bonds, however it would have to be done through a savings and <br />loan company with an abundance of money who would be willing to work with the city. <br />Lakewood has this kind of program, done through~CDBG fund, but North Olmsted is not <br />eligible. Next meeting will be held June 17th and all of council is invited to <br />attend. Committee will be discussing buffers between residential and commercial <br />property. Committee will also be discussing patios; many residents would like to <br />cover their patios and the present ordinances, in many instances, do not permit <br />this. <br />
