Council Minutes of 5/21/85 -4- <br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported: <br />1) Moved Council have no objection to the transfer of a D2, D2X, D3, D3A, D6 liquor <br />permit from Kitchen Maid Akron, Inc., Neil H. Mintz, dba Rhinelander, 25973 <br />Brookpark Road, to Great Northern Shopping Center, a limited partnership, 26973 <br />Brookpark Road, second by Mr. Bierman, unanimously approved. <br />2) Moved council have no objection to the issuance of a D5C liquor permit to <br />Michael J. Santosuosso, dba Santo's, 26361 Brookpark Road, second by Mr. Bierman, <br />unanimously approved. <br />Mrs. Saringer, Chairman Intro-Governmental Relations and Legislation Committee <br />reported: 1) Committe met briefly this. evening to discuss the appointment of <br />Mr. Gus Bahas to serve on the Civil Service Commission to fill a vacancy for the <br />term ending December 31, 1988. Committee has no objection. Mrs. Saringer moved <br />Council approve the appointment of Gus Bahas to serve on the Civil Service <br />Commission, second by Mrs. Petrigac, unanimously approved. <br />2) Since Mrs. Saringer was not in attendance at the last meeting of council, <br />Mr. O'Grady gave the report on the joint committee meeting. Mr. O'Grady noted <br />those in attendance at the meeting and included Law Director Gareau. Mrs. Saringer <br />would like the records to reflect that Law Director Gareau WAS NOT in attendance <br />at this meeting. <br />3) Although Chief Marsh and Safety Director Petre are very supportive of the stun <br />gun legislation, a further study is necessary. <br />Mr. Bierman, Chairman Long Range Planning Committee reported: 1) Committee met on <br />May 14th with Director of Human Resources Copeland, Assistant Fire Chief Osterhouse <br />and Mrs. Madeline Brookshire also in attendance. Director Copeland presented eleven <br />suggestions for the use of Community Development Block Grant money. After some <br />discussion as to eligibility and because of some confusion regarding the deadline, <br />the committee has no recommendation at this time; will meet with Council-as-a- <br />Whole Committee; only two non-committee members were present on the 14th. <br />Mr. Rademaker, Chairman Environmental Contol Committee reported: 1) Committee met <br />on May 14th with Councilman O'Grady and City Engineer Schaller also in attendance. <br />Committee discussed Resolution No. 85-42 which calls for bids for man-hole rehabili- <br />tation throughout the city. Engineer Schaller advised that this is Phase 1 of the <br />Sewer System Evaluation Study Program and that the city must tighten up the sani- <br />tary sewer system in order to be eligible for funds for the Wastewater Treatment <br />Plant repairs currently taking place. The city must reduce the infiltraton and in- <br />flow of storm water into the sanitary sewers to levels that have been set by the <br />Environmental Protection Agency for the plant capacity. The man-hole rehabilitation <br />consists of placing inserts into the sanitary man-holes which will prevent such <br />infiltration. <br />2) Committee also considered Resolution No. 85-44 which calls for bids for the <br />purchase of flow meters for the sanitary sewer system. These meters will monitor <br />the flow and assure compliance with required flow reductions. <br />3) Committee considered Ordinance No. 85-40 and Mr. O'Grady spoke briefly on the <br />ordinance. The ordinance prohibits multi-family residential properties or commer- <br />cial properties from storing or placing rubbish or garbage within certain areas <br />of the city, basically within set-back areas or any areas that abut public <br />streets or any areas in the public right-of-way. There have been certain isolated <br />instances throughout the city where some establishments were storing their rubbish <br />in large containers and in an unsightly manner; this ordinance will eliminate this <br />practice. <br /> <br />
