Council Minutes of 5/21/85 -5- <br />Letters and communications: <br />,~ Clerk of Council read a communication from Mrs. Madeline Brookshire, 5140 Hampton <br />Drive, suggesting that cable television revenues be specifically earmarked far a <br />particular project each year to demonstrate where this money is being spent and <br />how cable television is contributing to the betterment of the community. For 1986, <br />would like the revenues earmarked to improve the appearance and safety of the <br />exterior building, grounds and parking areas at the Recreation Complex site. <br />Before moving into audience participation, President Boehmer introduced <br />Mrs. Alice Holmok, 1985 Citizen of the Year of North Olmsted; members of the <br />audience as well as council recognized Mrs. Holmok. <br />Audience participation: <br />Mrs. Francine Nyland, 5609 Fitch Road, complained of a neighbor at 5541 Fitch Road <br />using a dirt bike without a muffler; when she has called the police, she has been <br />told they can do nothing. Mrs. Saringer advised that the city does have a noise <br />ordinance under which they could be monitored and possibly charged. Mayor Swietyni- <br />owsky asked Mrs. Nyland to contact his office when this occurs; someone will be sent <br />to monitor the level and they will proceed from there. <br />Mr. James Logan, 25415 Clubside Drive, asked if the city has completed any sort <br />of analysis of the condition of streets. Mayor advised about 6, 7, or 8 years <br />ago an analysis was originally completed; it is reviewed on a yearly basis. <br />Streets are listed and graded, ten being the worst, one being the best. Mr. Logan <br />asked Councilman Wilamosky if the Streets and Drainage had this list. Mr. Wilamosky <br />stated that it does. Committee has also been discussing moving ahead with a street <br />maintenance/street management program done by professionals. Mr. Logan asked if <br />the present list of streets in the worst shape would be termed a "comprehensive <br />analysis" of city streets. Mr. Wilamosky stated that it is comprehensive to a <br />degree, certainly not as comprehensive as one prepared under a contract with a <br />street management consulting firm. City has depended on the expertise of the <br />service and engineering departments for surveys and input. Although Mr. Logan had <br />additional questions, the five minute time limit had expired and he could not <br />continue. <br />Mrs. Lois DeBrodt, 23141 Stoneybrook Drive, stated that her question had already <br />been answered by the Mayor, i.e. the flags will be up for Memorial Day and will be <br />up for the Homecoming parade, from the shopping center to the parade grounds. <br />LEGISLATION: <br />Ordinance No. 85-33 introduced by Mr. Wilamosky was given its third reading. An <br />ordinance amending the Traffic Control Map and File of the City of North Olmsted <br />to establish no parking on Nantucket Drive, from Revere Drive to the cul-de-sac, <br />including the cul-de-sac. Mr. Wilamosky moved for adoption, second by Mr. O'Grady, <br />unanimously approved. Ordinance No. 85-33 adopted. <br />Ordinance No. 85-37 introduced by Mr. Tallon was given its third reading. An <br />ordinance authorizing the sale of surplus personal property owned by the City of <br />North Olmsted and previously used by the Department of Public Services, and <br />declaring an emergency. Mr. Tallon moved for adoption, second by Mrs. Saringer, <br />unanimously approved. Ordinance No. 85-37 adopted. <br />Ordinance No. 85-40 introduced by Mr. O'Grady was given its third reading. An <br />ordinance amending Chapter 941 of the Codified Ordinances, entitled "Garbage and <br />Rubbish", by creating new and revised Section 941.08, entitled "Regulation of <br />Placing of Garbage or Rubbish in. Setback, Right-of-Way, and Other Areas Abutting <br />Public Streets". Mr. O'Grady moved for adoption, second by Mr. Bierman, unani- <br />mously approved.
