<br />MIPIUTES OF THE MEETING OF THF. COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />FEBRUARY 19, 1985 <br />Present: President James Boehmer, Councilmen Bierman, O'Grady, Petrigac, <br />Rademaker, Saringer, Tallon, Wilamosky. <br />Also present: Mayor Robert Swietyniowski, Law Director Michael Gareau, Finance <br />Director Edward Boyle, Clerk of Council Florence Campbell. <br />Meeting was called to order by President Boehmer at 8:15 P.M., in Council Chambers, <br />5200 Dover Center Road. <br />Members of the audience were invited to join Members of Council in reciting the <br />Pledge of Allegiance. <br />President Boehmer announced that the Public Hearing, scheduled for this evening, <br />would not be held; due to Mrs. Campbell's absence because of the flue, the minutes <br />of February 5th will be approved at the next Council Meeting; Ordinance No. 84-126 <br />covering police wages is being added to tonight's agenda. <br />Mayor Swietyniowski reported: 1) Has discussed the installation of emergency tele- <br />phones on Interstate 480 with Ohio Rell. Emergency phones, tied into the Police <br />Department, will cost $350 per unit plus a $35 monthly charge. Phones installed at <br />Stearns and Clague Road would cost $875; perhaps the installation of_ four would be <br />more satisfactory. He will work this out with the Finance Committee of Council. <br />2) With respect to the Transportation Study Committee, three basic objectives have <br />been established: describe the existing transportation system; evaluate a variety of_ <br />potential solutions and alternatives to the changing problems the city faces; and <br />choose the transportation objectives which best meet the city's needs. T?~is will <br />take approximately eighteen months and then an action plan would be developed. next <br />meeting of the study team will be March 16, 1985, at 9 A.M., at the Mall Community <br />Room. <br />Law Director Gareau reported: 1) Decision has been reached with respect to the <br />Cooper Case. Council has authorized the Law Director to proceed to appeal the case <br />to the Sixth Circuit Court in Cincinnati. <br />2) Is not completely satisfied with Ordinance No. 85-11, covering possession of <br />child pornography; will have an amended version for the next meeting. <br />3) teas asked to prepare an ordinance amending the city charter with respect to in- <br />term raises being established by Council with respect to elected official's salaries. <br />Did not quite finish this in time for tonight's meeting; will be presented for the <br />next meeting. <br />Finance Director Boyle reported: 1) The City of Cleveland is now paying for sewer <br />bills in ?dorth Olmsted and Olmsted Township on a monthly basis. Twill be receiving <br />money by the 15th of the following month as opposed to waiting .5 /6 months. Under <br />the old plan, they accumulate this money, take 3% off the top for delinquencies. <br />They stopped doing this in December when they tried the monthly plan and now have <br />agreed to stay on a monthly plan and reimburse the City the 3%. It amounted to <br />$93,752 f_or North Olmsted. They reduced that by $65,073.46 for delinquencies so <br />tae received $28,678.88 in the Township. Without running through the figures, they <br />ran into the hole; their delinquencies surpassed their 3%. It was in the hole by <br />$2,800 and they also paid us for January - 5109,000 for North Olmsted and $?.,800 <br />for the Township. Interestingly, they had accounts receivable in there and accounts <br />receivable for this city were $167,000, which we still have coming in - $7,800 for <br />the Township, <br />.,..ems,. . .: 6'M~a'.~ :r.,r,~Fky:`ar~m!i9a'{~F <br />;. <br />. .~ <br />
