<br />Council Minutes of 2/19/85 -2- <br />2) In reviewing the federal budget, it appears that the president has asked that <br />October, 1985, be the last revenue sharing payment and that the three year plan be <br />reduced to two years with 1985 being the last year. Legislation is presently before <br />the Congress as well as the House to extend it to the third year. It would not be a <br />bad idea, according to the Ohio Municipal League, if_ the cities addressed the <br />problem through its own senators and congressmen. Other then through lobbying groups, <br />no efforts are being made by municipalities stating their concern over the loss of <br />revenue sharing. <br />3) City has received a status report from RTA for 1984. They bought Brecksville <br />Road Transit Incorporated for $300,000; received $39,000 in fares and $70,000 in <br />sales tax. 51% of their income was through sales tax; this is a major sales tax city. <br />Mr. Rademaker, Chairman Environmental Control Committee reported: 1) Environmental <br />Control Committee met on February 1?_th to consider Ordinance No. 85-5 which calls for <br />a connection for approximately 11 acres of property in Olmsted Township into North <br />Olmsted's sanitary sewer system. All members of the committee were in attendance <br />as well as Service Director Corrigan and City Engineer Schaller. Committee's concern <br />was basically whether or not this connection would affect the treating capacity of the <br />Treatment Plant in any way. Engineer Schaller advised that the increase in capacity <br />would be very negligible. This tie-in would not in any way jeopardize the sewer or <br />treatment capacity. The property owners would have to pay the tap-in fee; there would <br />not be any maintenance cost increase to the City of North Olmsted. This cost would be <br />paid by Cuyahoga County. The Treatment Plant now functions at about 50% of capacity. <br />Committee has no objection to Ordinance No. 85-5. <br />Mrs. Saringer, Chairman Legislative Committee reported: 1) Legislative Committee met <br />Februay 18th to review the Mayor's recommendations for the Charter Review Commission <br />and would like to approve the recommendations this evening. <br />Mr. Rademaker moved to amend the agenda to allow audience participation ar, this time <br />in case anyone would like to comment on the nine nominees for the Charter Review <br />Commission, second by Mr. O'Grady, unanimously approved. There was no audience <br />participation. <br />Mrs. Saringer moved Council approve the nine members recommended by the Mayor to <br />serve on the Charter Review Commission, second by Mr. O'Grady, unanimously approved. <br />2) Legislation Committee also discussed Resolution No. 85-8 regarding the registration <br />of pesticide users. Committee has no objection. <br />3) Recreation Commission Meeting was held on February 12th. Mrs. Smith, from Horizons, <br />addressed the commission and asked for continued support of 53,000 towards the rental <br />agreement with the school board. Commission will consider when discussing the budget. <br />Mr. Petre advised that the Community Cabin will come under the direction of the <br />Recreation Director. Budget meeting was scheduled for Monday, February 25th at 8 P.M. <br />at the Recreation Complex. P4r. O'Rourke read a letter from the Ohio Parks and <br />Recreation Association nominating Tom Fattler as an officer in their future election. <br />Commission approved the nomination of Mr. Fattler to serve on the association. <br />Mr. O'Grady, Chairman Public Safety, Health and [lelfare Committee reported: 1) The <br />Safety Committee met on Wednesday, February 13th to review a program to video tape, <br />for ID purposes, the youth of the City of North Olmsted. In attendance were Karen <br />Maxima and Elaine Freed from the pre-school PTA, Captain Krynak, Sgt. Novak, NOPD, <br />John Thomas from West Shore Cable TV, Councilwoman Petrigac and President Boehmer. <br />The total concept of the program was reviewed and unanimously accepted. Some logistics <br />need to be worked out; Sgt. rdovak wilt coordinate; West Shore Cable TV will donate a <br />case of video tape; will continute to report to Council on progress of the program. <br />L <br />
