Council Minutes of 12/1b/86 _4_ <br />In the absence of Chairman Tallon, Councilman Logan gave the following Building, <br />Zoning and Development Committee report: 1) BZD Committee met on Wednesday, <br />December 10th with the entire co~iaittee present as well as Councilman Wilamosky. <br />The following items were discussed: <br />a. Barton Woods Condominium, 5570 Barton Road, proposal to re- <br />move the fence that was required by council on January 7th, 1975. Planning <br />Commission recommended not to approve this request. BZD Committee concurs <br />with the recommendation that: No. 1, the fence shall remain; Number 2, any <br />fence already removed will be reinstalled and/or replaced; Number 3, the <br />entire fence will be properly maintained. Committee has asked the Building <br />Commissioner to follow up an these recommendations so they are carried out <br />in a timely and acceptable manner. Mr. Logan moved council reject the <br />Barton Woods Condominium proposal to remove the fence as required by council <br />on January 7, 1975, second by Mr. Rademaker, unanimously approved. <br />b. Romp's Dairy Queen Brazier, 24579 Lorain Road, proposal to <br />construct an atrium on the front of the building; also, a drive-thru facility <br />at the side, (east) of the existing structure. The Board of Zoning Appeals' <br />variance, granted November 1st and October 1st, were. noted. BZD Committee <br />granted a variance on October lst. Architectural Review Board approved on <br />December 9, 1986. BZD Committee also approves of the proposal with the <br />following modifications with respect to parking and as approved by the Board <br />of Zoning Appeals, the Architectural Review Board and Planning Commission <br />and amended by BZD Committee: eliminate four parking spaces behind the <br />Dairy Queen in order to allow for stacking of vehicles in the drive-thru lane; <br />installation of a raised and landscaped mound. as a divider between the drive- <br />thru lane and the parking lot driveway; establish two handicapped spaces. in <br />the first two spaces after entering the drive. Mr. Logan moved to approve <br />the Romp Dairy Queen Brazier proposal as stipulated above, second by Mr. O'Grady. <br />Roll call on motion: Affirmative vote: Lackey, Logan, O'Grady, Rademaker, <br />Wilamosky. Negative vote: McKay. 5 Aye - 1 Nay - Motion carried. <br />c. Biskind Development Company, 4970 Great Northern Mall, proposal <br />to change the exterior materials and colors on previously approved Great <br />Northern Mall Expansion. Approved by Architectural Review Board on November 19; <br />by Planning Commission on November 25; BZD Committee concurs. Mr. Logan moved <br />council approve the Biskind Development Company proposal to change exterior <br />materials and colors, as per recommendations of ARB and Planning Commission, <br />second by Mr. Rademaker, unanimously approved. <br />d. Kenny King's, 27901 Lorain Road, proposal for landscaping <br />mound and screening; approved by Planning Commission on December 9th and by the <br />BZD Committee with the following amendments: the screening mound shall be three <br />feet higher than the highest elevation in its entirety; the west side shall be <br />banked with erosion prohibiting material; west end shall peak. at a line ex- <br />tended directly south, from the farthest west parking space, directly in front, <br />or north, of the screening mound; all mounding and landscaping will be in- <br />stalled prior to occupancy; after conditional occupancy, a two week evaluation <br />of the screening will be done and at the end of said evaluation, if the <br />screening is found to be inadequate, it will be the burden of the developer to <br />make necessary corrections to fulfill the requirements of screening agreed to, <br />in a timely fashion or 30 days maximum elapsed time; the landscaping at the <br />top of the mound shall straddle the apex of the mound in a fashion of planting <br />that is diagonal, such that the trees and/or shrubs are offset and shall be <br />507 on the north and 507 on the south side of the mound. Mr. Logan moved council <br />approve the Kenny King proposal as stipulated above, second by Mr. Rademaker, <br />unanimously approved. <br /> <br />
