Council Minutes of 12/16/86 -3- <br />6) Every six or seven years, North Olmsted Law Department handles the WEB <br />legal work. The only reason he has a negative feeling about this is that <br />the last time North Olmsted had it, there was extended Litigation on the <br />"bomb bucket", which was finally resolved. This does create a burden on <br />the Law Department - to not only handle the city's litigation but to handle <br />that for all the other West Shore communities. <br />7) As promised, has prepared a resolution regarding the RTA proposal as dis- <br />cussed at the last regular council meeting; feels it should be backed by <br />council and by the administration. Also, the suburban communities in Cuyahoga <br />County, and perhaps the suburban communities in Columbus, Cincinnati and other <br />major metropolitan areas, should be contacted and involved. The section, <br />"Whereas, communities in Cuyahoga County, who have in effect given up their <br />franchise right to operate transit systems in favor of the existing Regional <br />Transit Authority, may now wish to form smaller than county transit authorities <br />to meet their own existing transit needs" is basically what it is all about. <br />Feels North Olmsted has the wherewithal. to do it; can reform the board and <br />perhaps can set the pace for not only Cuyahoga County but for the rest of the <br />metropolitan areas in the State of Ohio, <br />Finance Director Boyle reported: 1) Received the budget from the Regional <br />Income Tax Agency; projection for income tax collections for North Olmsted <br />for 1986 was 3.6 million dollars; it came in at $3,580,000. The projection <br />for 1987 is $3,750,000, about a 4.177 increase. Two years ago, the cost of <br />collection was 3.327 and has continuously come down; cost this year will be <br />about 3.287; budget for next year is 3.247. It will cost North Olmsted approxi- <br />mately $95,000 to collect taxes this year, which is a lot cheaper than if the <br />city had done it. <br />2) Most of the last few weeks has been. taken up with compiling material for <br />fact finding, material for transfer of appropriations, material to make <br />appropriations; gathering, adjusting and analyzing the material. <br />President Saringer asked the Clerk of Council to note that Councilman Lackey <br />is now present; time being 8:15 P.M. <br />Mr. Wilamosky, Chairman Finance Committee reported: 1) Finance Committee met <br />with Safety Committee and Chairman O'Grady will report out on this joint meeting. <br />2) Following the joint meeting, Mr. Wilamosky met with Mayor Petrigac with re- <br />spect to two parcels of land being offered to the city: one on Columbia Road <br />and the other in the Garden City Subdivision, The parcels were looked at; <br />they are not the greatest, one totally being land-locked and one having some <br />appearance of usefulness. Discussed the possibility of checking to determine <br />if the city could secure a guaranteed title. The following day, through the <br />efforts of President Saringer, shared additional information with the Mayor. <br />One of the parcels has a delinquent tax in the amount of $300; the other parcel <br />is delinquent in the area of $600. After discussion, Mayor Petrigac indicated <br />she would write a letter to the property owner, advising him the city would be <br />willing to accept the property providing it could get a guaranteed title and <br />that the delinquent taxes would be corrected prior to acceptance. Committee <br />will await a response from the property owner and advise council. <br />
