Council Minutes of 1.2/2/86 -3- <br />6) Bud Becker, Chairman Burns of the Planning Commission and the Mayor met on <br />September 24th with NOACA to discuss a comprehensive planning service; also <br />met with Regional Planning. Has received from both agencies their individual <br />scope of service as well as possible cost, direction and time requirements. <br />Some areas addressed were an on-going planning and zoning; assessment of the <br />community's strengths and weaknesses; housing element and plan; industrial de- <br />velopment; future land use, etc. Also, met with another consultant firm and <br />i.s awaiting their proposal and scope of services. <br />7) Administration is studying a possible proposal to annex Olmsted Township; <br />will be meeting with some of the larger land owners within the next few weeks. <br />8) Is also meeting with developers of land as well as developers of senior <br />housing; hopes. to have information to share with council in the next few months. <br />9) Budget and Management Director and Mayor will be meeting with Arthur Young <br />to discuss the 1985 audit. <br />10) Milt Gates has resigned from the Board of Building Code Appeals; will be <br />accepting resumes to fill this position. <br />11) North Olmsted was a part of the U.S. Conference of Mayors' Task Force on <br />drug abuse and one of the city programs was written up in a brochure; con- <br />gratulations to YDP Coordinator, Georgia Wilder, who wrote the program. <br />12) Council has been informed of the unsafe vehicles being used by the city and <br />Mayor supports the Service Director's decision to remove them from city streets. <br />13) Council has been sent the letter from BFI stating their desire to renew the <br />solid waste collection and disposal contract at the current rate; legislation <br />will be introduced this evening. <br />14) Would remind council that on May 29, 1986, city was offered two parcels of <br />land; would appreciate council's decision on that land so Mayor can inform the <br />owners. Would like to meet with the Long Range Planning Committee in regard <br />to a proposal for a section of city-owned land. <br />15) Christmas Tree Lighting Ceremony will be held this Sunday, December 7th, <br />at 5:30 P.M., in front of City Hall. Music. will be provided by North Olmsted <br />High School Band; donations for the tree have been made by elementary school <br />students, public and private, <br />Mr. Rademaker stated that he would be scheduling a Long Range Planning Committee <br />Meeting under "miscellaneous business". With respect to the Mayor's comments <br />regarding Ordinance No. 86-118, which was passed by council two weeks ago, <br />Mr. Rademaker stated that it was his understanding that the line item for Senior <br />Center Clerk was being decreased to $11,295 because that was the salary at which <br />the clerk was hired in at and there remained an overage of $2,420. Did he mis- <br />understand Mr. Wilamosky's remarks at that time? Mr. Wilamosky replied that his <br />point had been misunderstood. When the Mayor had previously discussed the hiring <br />of a clerk for the Building Department, a $9,500 starting wage had been agreed on. <br />Mayor then transferred the Senior Center clerk to the Building Department and <br />hired a new clerk for the Senior Center; Council had expected the Mayor to stand <br />by the established agreement of hiring a clerk at a salary of $9,500; this was <br />not done; the newly hired clerk was hired at a starting salary of $11,000, which <br />was contrary to council's understanding as per previous agreement. No matter <br />where the clerk was to be placed, the starting wage should have been $9,500. <br />Mayor responded that she does not recall any conversation about the starting <br />wage for a clerk; what was discussed was a starting wage for an Outreach Worker. <br />Also, the newly hired clerk has been hired at considerably less than the previous <br />clerk was making. Mr. Tallon stated that•he had been in on the meetings held <br />"' with respect to this position and there was no doubt in his mind, when leaving <br />`~' the conference room, that the Mayor had agreed, in fact, to hire the clerk for <br />$9,500; the Outreach Worker is a part time position and the discussion of her <br />pay could not possibly have been confused with the starting wage for a clerk. <br />One thing had been agreed to by all and Mayor Petrigac did something else. <br />Clerk was to be hired in at $9:,500; Mayor hired her at $11,000.
