<br />Council Minutes of 12/2/86 _2_ <br />Mayor Petrigac reported: 1) Is allowing Ordinance No. 86-109 and 86-1I2 to <br />become effective without her signature; these ordinances deal with establish- <br />ing and funding a position of part time City Planner. Although pleased with <br />council's recognition of the need for a comprehensive review and updating of <br />the Zoning Ordinances, she has serious reservations about the way the legis- <br />lation was rushed through at a special meeting, without adequate consideration <br />by council committee; has many unanswered questions regarding this position. <br />that are not covered in the legislation. <br />2) Has vetoed Ordinance No. 86-118, which transfers $2,420 out of the Senior <br />Center Clerk's Fund into the City Insurance Fund,. thereby reducing the salary <br />of the Secretary/Clerk at the Senior Center. The clerk's salary falls in the <br />bottom third of the clerks' range of $9,500 to $15,208; she is performing duties <br />more as a secretary than as a clerk. Part E, Section 4, of Ordinance No. 86-36 <br />reads: "Salaries specified in this section shall be determined by the Mayor, <br />the Director and/or Department Head when the secretary or clerk is employed". <br />Money had already been appropriated for this position; Mayor has worked within <br />all the guidelines of ordinances and the charter. Mayor Petrigac finds it <br />inexcusable that council would reduce the salary of an employee who is per- <br />forming well and has met all the guidelines, without consulting the affected <br />administrator, and by passage under suspension of rule requiring three readings. <br />3) Transportation Team has finalized plans for the city's transportation future. <br />The twelve projects endorsed included: city-wide traffic signalization at a cost <br />of $528,000; grade separation of Brookpark Road by moving traffic on a bridge <br />over Great Northern Boulevard; upgrading Great Northern Boulevard; extending <br />and upgrading Country Club Boulevard; providing access to 1480 from the Great <br />Northern Complex; extending Stearns Road north to meet Crocker Road in Westlake; <br />extending Great Northern Boulevard at State Route 252, north from Lorain Road to <br />meet Columbia Road south of Rose and Fawn Roads; providing a westbound entrance <br />ramp from Clague Road to I48O and an eastbound I4O exit ramp to eastbound Brookpark <br />Road; widening and reconstructing Clague Road from I48O to the north corporation <br />line; reconstructing Country Club Boulevard; improving the intersection of Lorain <br />and Brookpark Roads; widening and reconstructing Stearns Road from 1480 to Lorain <br />Road. City will have to raise about $500,000 every year for fifteen years or more <br />to fund these projects. This plan will enable the city to contend with existing <br />transportation problems, anticipate future traffic conditions and meet both <br />mid and long term needs. <br />4) Bus Line Manager, Assistant Manager, Law Director and Mayor attended a <br />privatization public transportation symposium sponsored by the Urban Mass Trans- <br />portation Administration. American major cities are suffering a mobility crisis <br />because the development of mass transportation has not kept up with the pattern <br />of population growth. Urban villages have been created alI across the United <br />States - self-contained cities much like North Olmsted. If public transit agencies <br />can provide more service, for less money, by letting private operators run some <br />of the routes, North Olmsted will have to explore this avenue. The seminar was <br />excellent; representatives from Japan, England, Austria, Germany, and other <br />countries were in attendance. <br />5) A meeting was held with Mr. Ted Busch, Director of Government Relations for <br />RTA. RTA has determined they will not pay for any expenses incurred by the Mayor <br />and Law Director for any trips; this applies to the 1985 trip to Florida by <br />Mayor Swietyniowski and Law Director as well as the recent 1986 trip by Law <br />Director and Mayor Petrigac. Administration will appeal this decision to UMTA. <br />RTA has agreed to pay for the 1987 Orange Line as long as no elected official's <br />name appears. City must reimburse its 109 portion of the fire insurance settle- <br />menu, however this repayment will be interest free. Prior to many meetings, RTA <br />was charging interest. RTA will not allow for relocation of the fire hydrant <br />or for the brake drum lathe. Administration will be meeting with the auditors, <br />Pete, Marwick and Mitchell, on Monday, December 8th. <br /> <br />
