Council Minutes of 12j2./86 <br />-6 - <br />6) Administration will present an end of the year transfer of line items by the <br />next regular council meeting to take care of some shortfalls and some of the <br />existing line items in order to balance out for the 1986 year. <br />7) Director of Finance has advised that there will be some reduction in computer <br />costs next year due to the fact that payroll will be done in-house. Currently, <br />the city participates with Regional Income Tax on payroll; it will be done by <br />the Finance Department in the future. <br />Mr. McKay, Chairman Environmental Control Committee as well as Streets and Drainage <br />Committee reported: 1) Gave the following end of the year report with respect to <br />city streets: Resurfacing included Columbia Road, from Lorain to the Westlake line; <br />Mastick Road, from Columbia Road to Fairview Park; Virginia Avenue; Porter Road, <br />from Mill. Road to Lorain Road; finishing repairs to streets in the Olmsted Colony <br />area; McKenzie culvert; top leveling of Porter Road, from Mill Road to the Westlake <br />line, which also included Mill Road; spot concrete repairs. to Forest Ridge area, <br />all the streets there; David Drive, Brendan Lane, Sunset Oval, Oxford Oval, <br />Westchester, Tree Lane and Sweetbrier. With respect to drainage, repairs were done <br />at Canterbury, Barton, Maplehurst, Westlawn, Forest Ridge, Great Northern, Country <br />Club, Bentley, Curtis, Virginia, Clague and Sharon Drive. <br />Mr. Logan, Chairman Intra-Governmental-Relations and Legislative Commmittee re- <br />ported: 1) Committee met December 1st with all members present as well as <br />Mayor Petrigac, President Beringer, Safety Director, Service Director and others. <br />Committee discussed Ordinance No. 86-89, authorizing the sale of West Shore Cable <br />TV to Cablevision Systems Corporation. This sale had been discussed at length <br />by council previously with representatives from West Shore; committee recommends <br />passage of this legislation tonight. <br />2) Committee also discussed the appointment of Mr. Fred Hatton to the Human <br />Resources Advisory Board. After meeting and interviewing Mr. Hatton, committee <br />has no objection and recommends the appointment. Mr. Logan moved council <br />appoint Mr. Fred Hatton to the Human Resources Advisory Board, second by Mr. Lackey, <br />unanimously approved. <br />3) Committee then discussed the charge of the Chair to look into and provide <br />recommendations as to changes of the rules of council; to particularly focus upon <br />erasing any conflicts between the charter, the ordinances and the rules of council. <br />This will be discussed at the next committee meeting; any recommendations by <br />council would be welcomed. <br />Audience participation: <br />Pat Bahas, 4126 Fielding Drive, Chairman, Civil Service Commission, addressed <br />council and explained the urgency for the installation of a telephone in the <br />Civil Service Commission office in old Town Hall. Mayor stated that she was <br />aware of the need; all lines on the present phone system are in use; will be <br />looking into the possibility of installing an outside, direct line such as <br />used in private homes. <br />Betsy Jack, Administrator of Division on Aging, addressed council with respect <br />to cutting the salary of the clerk at the Senior Center. Feels this act was <br />unconscionable and will have a demoralizing effect on all city employees. <br />LEGISLATION: <br />Resolution No. 86-89 introduced by Mayor Petrigac was given its third reading. <br />A resolution authorizing West Shore Cable TV to sell their assets to a subsidiary <br />of Cablevision Systems Corporation, as amended. Mr. Logan moved for adoption, <br />second by Mr. O'Grady, unanimously approved. Resolution No. 86-89 adopted. <br /> <br />
