Council Minutes of 11/18/86 -3- <br />formally approved by the Planning Commission, the Architectural Review Board, <br />BZD Committee and Council. $400,000 has been spent on consultant fees, equiva- <br />lent to 11,500 hours of work or 5-3/4 man years. It also represents a total <br />investment of approximately 6.8 million dollars. As all Biskind Development <br />projects, this project has not been taken lightly; enormous amounts of time, <br />energy and money have been invested. Constant modifying, ref ining and improving, <br />during construction and even after completion, is done to insure the company's <br />needs as well as the needs of the tenants and neighbors is met. Is always <br />interested in hearing the concerns of neighbors; hear very clearly the dis- <br />satisfaction being voiced by some of the residents. Has a very difficult and <br />complex decision to make; it is not as simple as changing some colors. Would <br />like to assure the council and residents of North Olmsted that Biskind Develop- <br />ment will undertake the necessary analysis to determine the extent of the <br />community's concern and determine that if changes should be made, they will be <br />undertaken. Some of the analysis has already begun; is more than willing to <br />work with the residents; will listen and are committed to being responsive. <br />President Saringer commented that in her fifteen years of working in city govern- <br />ment, has never worked with people more willing to satisfy residents than <br />Biskind Development; commends them for their efforts. <br />LEGISLATION: <br />Mr. Lackey moved to postpone Ordinance No. 86-89 to a date certain of December <br />2, 1986, since the Legislative Committee is still gathering information from <br />the Law Department and the limited partnership, second by Mr. Wilamosky, unani- <br />mously approved. Ordinance No. 86-89 postponed to date certain, December 2, 1986. <br />Ordinance No. 86-98 introduced by Mr. Wilamosky was given its third reading. <br />An ordinance amending Section 8 of Ordinance No. 86-36 titled, "an ordinance <br />establishing rates of compensation for various administrative and legislative <br />personnel, and declaring an emergency, as amended", by providing for the inclusion <br />in said section of the position of a part time Building Inspector, not to exceed <br />twenty hours per week, and declaring an emergency, as amended. Mr. Wilamosky <br />moved for adoption, second by Mr. Tallon, unanimously approved. Ordinance No. <br />86-98 adopted. <br />Resolution No. 86-99 introduced by Mayor Petrigac was given its third reading. <br />A resolution authorizing the. Mayor to enter into a contract with the Cuyahoga <br />County General Health District for the year 1987, and declaring an emergency. <br />Mr. O'Grady moved for adoption, second by Mr. McKay, unanimously approved. <br />Resolution No. 86-99 adopted. <br />Ordinance No. 86-100 introduced by Mayor Petrigac was given its third reading. <br />An ordinance to install a new traffic signalization system for Lorain Road <br />(SR 10), Brookpark Road (SR 17), Columbia Road and Great Northern Boulevard <br />(SR 252), Dover Center Road (CR 58) and Clague Road (CR 52) in the City of <br />North Olmsted, and declaring an emergency. Mr. Wilamosky moved for adoption, <br />second by Mr. Tallon, unanimously approved. Ordinance No. 8b-100 adopted. <br />Ordinance No. 86-107 introduced by Mayor Petrigac was given its third reading. <br />An ordinance to make appropriations for current expenses and other expenditures <br />for the City of North Olmsted for the year ending December 31, 1986.
