<br />Council Minutes of 10/22/86 _2_ <br />Finance Director Boyle reported:. 1) Just to add to the Mayor's report with re- <br />spect to RITA collections, $83,000 represents delinquencies. RITA also collected <br />"" estimates for 1986, which is not part of that figure and of the billings on that. <br />Of the $83,000, just under $30,000 was in actual cash; remainder were signed <br />agreements with the taxpayers. Bills will be sent out and city should be re- <br />ceiving those payments within the next few weeks. There were 3,700 delinquents <br />on the list that were subpoenaed for those seven days. <br />Mr. Tallon, Member of the Building, Zoning and Development Committee reported: <br />1) BZD Committee met on Thursday, October 17th at 7:30 P.M. Mr. Tallon and <br />Mr. Wilamosky, who graciously sat in to temporarily fill the vacancy created by <br />Mrs. Saringer's appointment to the Council Presidency, were in attendance. Mr. <br />Rademaker was unable to attend due to business. The following items were dis- <br />cussed: <br />a. Milton Restaurant's proposal to construct an addition by <br />enclosing their front porch. Mr. Gus Georgalis, the owner, presented a parking <br />diagram as requested by the Planning Commission. After discussion, it was agreed <br />to eliminate six or possibly seven parking. spaces and to include extra landscaping <br />where some of the parking spaces were removed, These were detailed on the pro- <br />posed plan. Committee recommends approval by Council as per Planning Commission <br />and ARB. Mr. Tallon moved council approve the above described addition. for <br />Milton's Restaurant, second by Mr. Wilamosky, unanimously approved. <br />b. D. 0. Summers, 28210 Lorain Road, proposal to convert former <br />Union 76 Gas Station on the corner of West Park Drive and Lorain Road to a <br />drive-through dry cleaning store. After discussion, committee agreed it would <br />not be feasible to eliminate the southeast drive. Developer will maintain all <br />lighting on its premises. Committee recommends approval by Council as per <br />Planning Commission and ARB. Mr. Tallon moved council approve the above described <br />proposal, second by Mr. Wilamosky, unanimously approved. <br />c. Biskind Development Company, South Plaza addition, .proposal. <br />to construct addition to the north side of Plaza South. After discussion, <br />committee recommends approval by council as per Planning Commission and ARB, <br />with the exception of including secondary pine trees and alternate fencing <br />that was included on the ARB plan, along the truck. dock, as indicated on the <br />proposed drawings. Mr. Tallon moved council approve the above described <br />addition, second by Mr. McKay, unanimously approved. <br />Mr. McKay, Chairman Environmen al Control Committee as <br />well as Streets and Drainage Committee reported: 1) Streets and Drainage <br />Committee met on October 14th to discuss the bids for West 231st Street re- <br />surfacing and drainage project that were not within the scope of the North <br />Olmsted limitations; it is too late for the project to be done in-house due <br />to weather and timing. Committee recommends that the appropriated monies be <br />encumbered until next Spring when new bids can be let. Feels the city will have <br />a better range of bids due to the fact that it will be early in the year. At <br />the present time, a lot of the contractors' money is .tied up in their bonds; <br />they are working to finish off projects so they can get their bond money back; <br />perhaps this is why the city did not get any satisfactory bids. <br />2) Virginia Avenue will be paved tomorrow. <br />3) City's Leaf Program is already in progress. <br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported: <br />1) Reminded everyone that the Child Registry Fair will be held this Sunday, <br />October 26th, at Horizons, from 1 P.M. to S P.M. If anyone would like to <br />volunteer to help on this project, please see him after the council meeting. <br /> <br />
