Council Minutes of 10/7/86 -4- <br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported: <br />1) Reminded everyone that the Child Registry Fair will be held on October 26th, <br />at Horizons, from 1:00 P.M. to 5:00 P.M. While North Olmsted Safety Forces <br />will be participants, the Child Registry Fair is being sponsored by the North <br />Olmsted PTA. <br />2) Moved Council have no objection to the transfer of a Dl, D2, D3 and D6 liquor <br />permit from Gabino G. Costilla, dba E1 Charro Restaurant, 30111 Lorain Road, to <br />Cecelia M. Costilla, dba El Charro Restaurant, 30111 Lorain Road, second by <br />Mr. Lackey, unanimously approved. <br />3) Moved Council have no objection to the transfer of a C1, C2, and D6 liquor <br />permit from Richard L. Hollis, dba Open Pantry Food Mart, 23609 Lorain Road to <br />Golden Stores, Incorporated, dba Open Pantry Food Mart, 23609 Lorain Road, second <br />by Mr. Lackey, unanimously approved. <br />Mr. McKay, Chairman Environmental Control Committee as well as Streets and <br />Drainage Committee reported: 1) Environmental Committee met on September 25th <br />to discuss the safety operation of nuclear power plants throughout the State of <br />Ohio. Two of the three members oppose the operation and building of nuclear <br />power plants based on the information at hand. Legislation will be introduced <br />tonight. <br />2) Committee agreed to support a resolution urging the State Legislature to adopt <br />a bottle and can deposit law. States with such laws have already found them <br />effective and committee feels this could mean cleaner roadsides, parks, rivers <br />and parking lots in the State of Ohio. <br />Mr. Tallon, Chairman Recreation, Public Parks and Buildings Committee reported: <br />1) Recreation Committee met on Tuesday, September 23rd with all members present <br />as well as Councilman Wilamosky. Committee discussed temporary repairs to the <br />pool roof at the Recreation Center, as well as Ordinance No. 86-$0, the hiring <br />of a consulting engineer. After lengthy discussion and a tour of the damaged <br />area with Rec Complex Manager Fattlar, committee agreed that temporary repairs <br />have to be done soon. Committee requested Mr. Fattlar to present three proposals <br />for repairs to the members of council so council could arrange for appropriate <br />funding. Ordinance No. 86-80, the hiring of a consulting engineer, will be held <br />in committee until the criteria for the entire scope of the necessary repairs <br />can be established. Also, will include in the appropriations, the appropriate <br />monies for said repairs. Will be asking to remove Ordinance No. 86-80 from to- <br />night's agenda. <br />Mr. Wilamosky, Chairman Finance Committee reported: 1) Finance Committee met on <br />October 1st with Mayor Petrigac and Police Chief Marsh. Committee discussed <br />Ordinance No. 86-87 which establishes the rate of compensation for non-sworn <br />police personnel. Chief Marsh indicated that all auxilliary police assignments <br />for outside contractors are handled through the Police.Department. Mandatory <br />city-related duties are assigned prior to outside, private contract work. In <br />the past, problems relating to the city securing sufficient auxilliary help to <br />work on projects had arisen; these problems have been corrected through the <br />actions of the Chief and were confirmed by Commissioner Gorsuch and Director Noble. <br />2) Mayor indicated that she had met with the school system with respect to council's <br />request to having the school system pick up or share in the cost for school <br />crossing guards. Ordinance No. 86-$7 also reflects salaries for school crossing <br />guards and auxilliary police. Committee has no objection to passage of this <br />ordinance in light of some positive action on the part of the Police Department in <br />the establishment of certain criteria. Will ask for passage of this legislation <br />under suspension of the rule requiring three readings. <br />n~ ~ , <br />
