Council Minutes of 10/7/86 _5_ <br />3) Committee also discussed Ordinance No. 86-80, the hiring of a consulting <br />engineer to do a study of the pool roof area at the Rec Center, as well as <br />Ordinance No. 86-82 which provides for the funding. Would concur and support <br />any motion by the Recreation Committee Chairman to remove both ordinances from <br />the agenda and retain them in committee until the entire scope of the consulting <br />engineer's responsibilities are determined and until the three proposals requested <br />by council have been submitted by the administration. Feels both ordinances are <br />too vague in defining over-all picture of what is to be accomplished. <br />4) Committee discussed Ordinance No. 86-85 which transfers appropriations within <br />the General Fund. Administration's rationale for this legislation was heard and <br />committee will be recommending some amendments to this legislation. Clerk of <br />Council has been given these recommendations and they will be prepared for the <br />October 21st meeting. <br />5) Clerk of Council has also been asked to forward a legislative request for an <br />amendment to Ordinance No. 86-36; this will add a Building Inspector, part time, <br />not to exceed 20 hours per week. It is committee's recommendation at this time <br />to recommend against the hiring of an additional clerk to serve in the Building <br />Department, in the Department of Budget and Management, and to fill in for the <br />switchboard operator during breaks and lunch hours. This amendment will also <br />be presented for the October 21st meeting. <br />6) Will be moving to amend Ordinance No. 86-91 when it is introduced and will <br />ask for suspension of rule requiring three readings. <br />Letters and Communications: <br />Clerk of Council read a brief thank-you note from former President of Council, <br />Dwayne R. Woerpel. <br />Audience participation: <br />Paul Hays, 1590 Onadaga Avenue, Lakewood, Ohio, representative from the Cleveland <br />Electric Illuminating Company, spoke in opposition to Resolution No. 86-94 which <br />calls on Governor Richard F. Celeste to take all necessary steps to permanently <br />close the Perry Nuclear Power Plant and the Davis-Besse Nuclear Power Plant. <br />Mr. McKay, Chairman of the Environmental Control. Committee, will invite Mr. Hays <br />and his group to attend the Environmental Control Committee Meeting when this <br />legislation will be considered. <br />Jay Powers, North Olmsted Firefigher, Local No. 1267, reported that October 5th <br />through October 11th has been designated Fire Prevention Week. Deepest concern <br />among firefighters is severe burns. The medical community describes severe burns <br />as the greatest insult that can be inflicted on the human body. The International <br />Association of Firef ighters' Burn Foundation was created for the purpose of <br />establishment and/or improvement of specialized burn treatment facilities. One <br />of these facilities is at Metropolitan General Hospital, under construction, the <br />John A. Gannon Burn Center. Believing that fire prevention should be recognized <br />not just one week of the year but 365 days of each and every year, Fireman Powers <br />presented a 1987 firefighters' calendar to members of the administration and <br />council. <br />Irene Schultz, 6725 Nancy Drive, requested that Dean McKay withdraw from the <br />Environmental Control Committee when it meets to discuss Resolution No. 86-94 <br />since he is an employee of the East Ohio Gas Company. <br />Marian Taylor, Rocky River resident, stated that she is a "notch" baby, arbitrarily <br />being discriminated against by Social Security regulations. Would ask council to <br />pass Resolution No. 86-97, which urges Congress to adopt legislation eliminating the <br />"notch" in the Social Security System, this evening. <br />
