Council Minutes of 9/2/86 -4- <br />2) Moved Council have no objection to the issuance of a D5 liquor permit for <br />Atlas Glass Construction Company, dba Starlight Lounge, 29352 Lorain Road, <br />North Olmsted, Ohio, second by Mrs. Saringer, unanimously approved. <br />Mr. Tallon, Chairman Recreation, Public Parks and Buildings Committee reported: <br />1) North Olmsted Parks and Recreation Department completed the following pro- <br />jects in 1986: North Olmsted Park - renovated picnic shelter; removed dilapidated <br />benches; patched asphalt; replaced concrete pads; installed grills and garbage cans; <br />dismantled Safety Town shed; moved equipment and stored it at Horizons; corrected <br />a safety problem with the shelter at East Park; renovated the basketball courts; <br />redid curbing; replaced backboards and rims; painted fencing and removed Safety <br />Town markings; created a new picnic zone. A group can now reserve a shelter with <br />grills and have easy access to ball diamonds, basketball courts and parking. They <br />have also improved the horseshoe pits; improved the playground; painted equipment <br />with new color scheme; removed dangerous tree roots from the play area; removed two <br />pieces of unsafe, old equipment and worked with North Olmsted Junior Women and North <br />Olmsted Jaycees to replace the equipment. Restrooms were repaired and painted; <br />ball diamond No. 1 was renovated; a temporary water line was installed; housing for <br />a Coke machine was built at ball diamond No. 2; 14 picnic tables were built and <br />stained with the assistance of the North Olmsted Jaycees. Mr. Tallon also reported <br />on future plans for the North Olmsted Park area such as: installing new, modular <br />pieces over a three year period for the playground area; relocating equipment for a <br />better design; work to correct erosion; look into the problem of decaying trees; <br />create picnic zones by building curbing and adding gravel, tables, grills, garbage <br />cans,. etc.; repairing existing shelter; install pads and repair roofs; continue to <br />build tables at a rate of ten a year so there will be a pool for constant replacement <br />of tables. Future plans include replacement of restroom roof; landscaping and fencing <br />of ball diamonds in certain areas; fence painting; resurfacing and lining of <br />basketball and tennis courts; installation of water line, including water line for <br />fountains and watering system; completion, of diamond lighting system; installation <br />of volleyball court; improvement of landscaping and park appearance over all and <br />promotion of the development of the shuffleboard courts as well as other plans as <br />contained in the master plan. <br />In response to Mr. O'Grady's question, Mr. Tallon advised that there were no new <br />plans for Clague Road Park at this time other than continued maintenance. Mrs. <br />Saringer noted that she has continually asked for something to be done about the <br />tennis courts at Clague Road Park; does not feel the Recreation Department spends <br />much time down there. Mr. McKay commented that he hoped the involvement by the <br />Service Department in these park projects would not take away from their duties <br />in sealing road cracks. Mr. Lackey reported that many of these improvements were <br />possible through the effort of the. Rotary, Jaycees and Community Council, who not <br />only contributed funds but also gave of their time to help out whenever needed. <br />President Woerpel stated that he has seen the North Olmsted Service Department <br />out patching streets and repairing chuckholes and feels they are doing a very <br />good job . <br />Mr. Wilamosky, Chairman Finance Committee reported: 1) Finance Committee met on <br />August 28th; Finance Director Boyle, Service Director Noble and Plant Superintendent <br />Crider were also in attendance. Committee discussed the needs of the Treatment <br />Plant with respect to rising costs of chemicals as well as some other needs at the <br />plant. Superintendent Crider provided a list of needs for the balance of 1986 with <br />respect to sodium aluminate, polymer, boiler chemicals, chlorine, nitric acid and <br />carbon. With the new system, polymer, carbon and boiler chemicals are. up consider- <br />able higher than anticipated; an additional estimated requirement of $105,000. <br />Committee then reviewed the estimate of resources as to what was anticipated and <br />~,,,.,..,. ~-..~.~~,~-.,.:,r....,. .. :. .,,-.. <br />
