Council Minutes of 9/2/86 -5- <br />estimate there is currently available approximately $138,000 which could be <br />appropriated. Ordinance No. 86-78 reflects the appropriation for Treatment <br />Plant material as well as additional spare parts and overtime. Committee has <br />no objection to the legislation and will be asking council's consdexarion for <br />suspension of the rule requiring three readings in order to insure continued <br />good operation of the facility. <br />2) Committee also discussed Ordinance No. 86-76 which is a transfer of appropri- <br />ations. Mr. Crider had previously mentioned a new position of Pre-Treatment <br />Personnel - one part-time individual, not to exceed 20 hours per month, for the <br />balance of the year, in the amount of $500. The committee had also previously <br />discussed with the administration a committment to appropriate additional dollars <br />when the Mayor hired a Director of Public Safety. Ordinance No. 86-76 reflects <br />both of these items. There are, however, two other items which are contained in <br />the ordinance and were not discussed in committee. These other items cover Police <br />Department and Service Department; would like further discussion with the admin- <br />istration on these. <br />3) Committee also discussed Ordinance No. 86-79 and has no objection, however, <br />there was a clarification made on Page Two; Section I has been removed in its en- <br />tirety and therefore Section J was changed to Section I and Section K was changed <br />to read Section J. <br />Prior to audience participation, President Woerpel introduced Captain Thomas O'Grady, <br />former company commander of the Sixth Infantry Battalion, First Armored Division in <br />Germany. He is soon to be on a new assignment with the Government Language School <br />in Monterey, California, to study Japanese. Captain O'Grady is the son of <br />Councilman Tom O'Grady. <br />Audience participation; <br />Lori Davis, 4914 Hampton Drive, presented a survey of residents from all over the <br />City of North Olmsted compiled during the four days of this year's Homecoming. <br />A total of 602 surveys show only 158 willing to vote for an increase in taxes <br />to support the twelve road projects proposed by the Transportation Study group. <br />537 of the 602 people surveyed preferred protection of residential. areas from, <br />commercial development, 404 of the 602 people surveyed believe residential <br />property values will be adversely affected by continued. commerciah expansion.. <br />Results of the survey were given to all of council and the administration. <br />James Fleger, 24387 .South Oxford Oval, requested that South Oxford Oval be in- <br />cluded in the list of streets scheduled for repair. Temporary. repairs were made <br />a year ago; street is being. undermined, is sinking and washing away. President <br />Woerpel commented that council committees are looking at the streets needing re- <br />pairs on a continuing basis and where the funds will be found to take care of <br />this responsibility. Suggested that the Streets and Drainage Committee might <br />want to look into this request. Councilman McKay stated that he has already <br />met with Mr. Fleger and discussed it. His position continues to be that before <br />voting for any new streets in the City of North Olmsted, a method of funding for re- <br />pairs of established streets would have to be forthcoming. <br />Lillian Kordish, 28541 Alden Drive, described the colors on the new Tony Roma's <br />building; feels it is a sleazy looking building and is ashamed of the buff, orange, <br />blue and maroon colors. It is her understanding that the original plans called <br />for a buff and orange color scheme. Law Director Gareau informed her that the city <br />does not have an ordinance dealing with color standards or architectural standards; <br />perhaps that is something council might want to look into. President Woerpel asked <br />the BZD Committee of council to take this under advisement and asked the Mayor to <br />have the Building Commissioner check into the colors called for on the original <br />plans. <br /> <br />
