Council Minutes of b/17/8.6 _3_ <br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported: <br />'' 1) Would remind everyone that the city does have an ordinance prohibiting f ire- <br />works, specifically stating "no person shall possess for sale any fireworks as <br />defined within the municipality"; "no 'person shall discharge, .ignite or explode <br />any fireworks". Persons selling fireworks can be found guilty of a misdemeanor <br />in the third degree which is punishable by 60 days in jail or a $500.00 fine; <br />persons exploding fireworks can be found guilty of a minor misdemeanor which <br />is punishable by a $100 fine. Would like the news media to bring this before <br />the public. <br />2) Has been receiving a number of complaints of people placing their garbage out <br />long before their pickup day. Would remind everyone that the city ordinance <br />states "garbage is to be placed out no earlier than upon the evening preceeding <br />collection and receptacles must be removed by 10 P.M. the following day". This <br />can be punishable as a minor misdemeanor with a fine of $100 and each day can be <br />constituted as a separate offense. <br />3) At the last council meeting, Mr. McKay asked if the turn signals could be <br />synchronized throughout the city. Chief Marsh and Captain Krynak advised that the <br />traffic controllers can be programmed to give either a leading or lagging arrow <br />however each intersection is unique in all respects and in order to maintain the <br />best flow of traffic, some will require a leading arrow and some will require a <br />lagging arrow. New signalization will have the capability of not going to an <br />arrow at all unless there is someone in the left turn lane. <br />Mr. Wilamosky, Chairman Finance Committee reported: 1) Finance Committee met on <br />June 13th with all committee members in attendance as well as Mayor Petrigac, <br />President Woerpel, Director of Finance, Director of Budget and Management and <br />Councilman McKay. Committee discussed Ordinance No. 86-47, the sale of $100,000 <br />notes to pay off. the cost of the Lorain Road improvements. This is merely a <br />roll-over of previous notes. Committee has. no objection; will be asking for <br />suspension of rule requiring three readings. since the note is maturing July 17th <br />and passage of the ordinance tonight will provide time to handle the paper work. <br />2) Committee also discussed Ordinance No. 86-45 regarding an Admissions Tax. The <br />administration did not have a lot of information so it was not discussed in length. <br />In caucus this evening, it was determined. that council would like the administration <br />to put together more information with respect to what this potential tax might <br />generate, along with what expenses might be incurred. <br />3) Ordinance No. 86-46, appropriating additional revenues for various line items, <br />was also discussed. The total additional appropriation comes to $251,000, pri- <br />marily generated from anticipated increases in revenues from various sources. <br />This $251,000 includes line items such as an additional-$10,000 into a new line <br />item entitled, "Service Department Miscellaneous", which would cover costs for <br />contract weed cutting and other truly miscellaneous items that might arise. <br />Committee is also recommending an additional $1,000 to the line item, "Mayor's <br />Organization and Travel". $90,000 will cover cost of over-time and summer help; <br />$100,000 for street materials. Committee is trying to get a little better <br />picture of the overall requirements for Service Department wages. Would ask the <br />administration for a little more detail information in the salary requirements of <br />administrative personnel as well as supervisory personnel; number of existing full- <br />time employees and specific job classifications; anticipated costs for these job <br />classifications and projections of wage requirements for present personnel as <br />well as an estimate of current over-time requirements for fiscal '86 and require- <br />ments for summer help. Committee has no objection to Ordinance No. 86-46 and <br />is recommending adoption. <br />4) Committee also discussed Ordinance No. 86-42 which establishes the compensation <br />for non-sworn personnel of the Police Department and has no objection. <br />5) The committee has no objection to Ordinance No. 86-36 which reflects a 5-1/2~ <br />increase for all positions filled prior to December 31, 1985. The one item to be <br />changed is on Page Three, Section 5, Clerk of Council, Xange should read, <br />"$14,000 to $20,000 annually". <br /> <br />
