Council Minutes of 6/17/86 -2- <br />2) Mayor, Law Director and Director of Budget and Management attended the meeting <br />with respect to insurance that was called by Fairview Park Mayor Gaul. The cities <br />of Bay Village, Rocky River, Fairview, Lakewood, Westlake and North Olmsted were <br />represented. It was. agreed that it would be advantageous to be self-insured. <br />The City of Lakewood will contact a Michigan firm to address the next meeting and <br />give everyone some input on self-insuring. <br />3) Second edition of the City Connection was taped and will be aired by West Shore <br />Cable on Wednesday, Thursday and Friday. Councilman McKay discussed the work of <br />the Streets and Drainage Committee of Council and did an impressive job in repre- <br />senting council. <br />4) At Councilman O'Grady's request, contacted the City of Westlake with respect to <br />construction work being done on Maple Ridge Road at 6:30 A.M.; work at this hour <br />in the morning has been stopped.. <br />5) Also was asked to contact Roman Gardens with respect to a dumpster; this <br />dumpster has now been removed. <br />6) Met with the Finance Committee on Friday evening; some forty-three changes were <br />made to Ordinance No. 86-36, establishing the rates of compensation for various <br />administrative and legislative personnel.. Is particularly concerned about the <br />deletion of a line item under the Division on Aging with respect to an Outreach <br />Worker. In order to continue the program, it is imperative to retain this person. <br />Asks that council amend the ordinance and retain this line item. <br />7) Received a letter from Governor Celeste inviting North Olmsted to .join cities <br />across the United States during the Liberty Weekend Event. On July 3rd, at 10:55, <br />President Reagan will relight the statue's torch and bells will ring across the <br />nation. Everyone is invited to participate in ringing bells at this time. <br />Law Director Gareau reported: 1) Two appeals have been filed in Common Pleas, <br />generated from. the Board of Zoning Appeals. In the near future they will have <br />to be briefed and Law .Director will be appearing in court on these two appeals. <br />2) On another appeal out of the Board of Zoning Appeals, that dates back to last <br />year, has submitted a brief in the Clark Oil Case. <br />3) The Romp Rezoning Case has been set for late September, 1986. <br />Finance Director Boyle reported: 1) Wastewater Treatment Plant construction reno- <br />vation is 95.47 completed; cost is $13,009,000 with $10,372,000 being the federal <br />share and $2,636,000 the cost to .the City of North Olmsted. Interest earnings <br />have been $667,000.sothe cost to the city and to that borrowing is $1,969,000. <br />2) Bus Inventory Program has started; Bus Line has not been doing a physical <br />inventory; they have been doing what is called a "perpetual" which is on a <br />card system. Last year, RTA purchased a small personal computer; programs have <br />been installed this week. A physical inventory will be taken with an effective date <br />of July 1st; Arthur Young and Company will be present to observe. This can then be <br />utilized by the Service Department to maintain a parts inventory with no change. <br />There will be some hardware costs which will be addressed later. <br />3) Real estate taxes are due July 8th; 10~ penalty will be incurred July 9th. <br />Mrs. Saringer, Chairman Building, Zoning and Development Committee reported: <br />1) Committee briefly discussed Ordinance No. 86-44 which would require self- <br />service auto washes to provide coin changers and post a name and phone number <br />of owner or contact person; committee has no objection. <br />Mr. McKay, Chairman Streets and Drainage Committee as well as Environmental <br />Control Committee reported: While the Streets and Drainage Committee has not <br />met, Mr. McKay has been reviewing some of the streets needing repairs with re- <br />spect to costs and will be scheduling a meeting later this evening to discuss. <br /> <br />
