Council Minutes of 6/3/86 -4- <br />2) Committee also discussed the Great Northern Business Park located on the <br />south side of Country Club, between Great Northern Boulevard and Columbia Road. <br />This was the preliminary land-use plan in a mixed-use district referred by <br />council to Planning Commission and subsequently approved by Planning Commission <br />on May 27th. It contains approximately 12.3 acres of land, known as Parcel B. <br />BZD Committee has no objection and Mrs. Saringer moved to approve the above <br />stated proposal as per recommendations of ARB and Planning Commission, second <br />by Mr. Tallon, unanimously approved. <br />Mr. McKay, Chairman Environmental Control Committee as well as Streets and <br />Drainage Committee reported: 1) Environmental Control Committee met briefly <br />this evening with all members present. Committee discussed the report that <br />on Sunday mornings heavy equipment is being operated in the construction area <br />south. of the Mall at nine o'clock in the morning. The city ordinance calls for <br />a restriction: heavy equipment may not be operated until after ten o'clock. <br />Mr. McKay stopped at the construction site last Sunday and informed the general <br />foreman that he was in violation of city ordinances. It is the committee's <br />decision that if the ordinance is not adhered to, committee will be meeting to <br />establish a more strenuous operational time and request strict enforcement. <br />Letters and Communications: <br />Clerk of Council read a letter presented by Mrs. Betsy Jack, Administrator of <br />the Division of Aging and signed by fourteen of the fifteen members of the <br />North Olmsted Senior Citizens' Advisory Council. The only member not signing <br />was out of town. Letter states that the North Olmsted Senior Citizens' Advisory <br />Council is the official body representing the Division of Aging in North Olmsted; <br />it has an established procedure for handling all matters pertaining to the dis- <br />bursement of Senior Center Funds; asks for council's immediate approval of <br />Ordinance No. 86-27, transferring funds held in the Endowment and Grant Fund to <br />the Senior Center's Fund. <br />President Woerpel announced receipt of a petition presented by Mr. Angelo Skoulis, <br />President of the Park West Homeowners' Association, opposing the development of <br />land fronting Brookpark and abutting Mitchell. Drive by the Biskind Development <br />Company. President Woerpel has responded to this petition and asks that it be <br />so noted and filed. <br />Audience participation: <br />Dorothy Lesher, 25151 Brookpark Road, Apt. 612, Member of the Advisory Council <br />of the North Olmsted Seniors, asked if the Advisory Council will have juris- <br />diction of how money is spent since she understands this is not a "legal" council. <br />Law Director advised that at this point, the money is part of the city's funds, <br />kept by the Finance Director. The State Auditor would have apoplexy if the <br />council passed resolutions permitting local groups to expend funds without any <br />particular guide lines. Money that is part of the city's funds is controlled <br />by the city and council cannot delegate authority to somebody else for the <br />expenditure of .such funds. Mr. Wilamosky stated that his research shows that <br />the Senior Center Advisory Board was never created or recognized by ordinance; <br />it is strictly an advisory entity. The Senior Advisory Board is in the process <br />right now of creating its by-laws; Council could officially recognize the Senior <br />Advisory Board so they could then have some say in .how the money is spent. <br />As of right now, there has been no official recognition by council of a Senior <br />Advisory Council; council has never officially created or recognized, in leg- <br />islative form, a Senior Advisory Board. Ms. Lesher withdrew her .name from letter. <br />Mr. Frank Kagel, 24510 Clareshire Drive, stated that he is a member of the board, <br />as well as Chairman of the By-Laws Committee, and he is the only member who did <br />not sign the letter presented to council. At this time, the By-Laws Committee <br />has only established their purpose and intent, nothing else. He cannot be a <br /> <br />
