Council Minutes of 6/3/86 <br />-5- <br />party to releasing any funds at this time unless it is done in .accordance with <br />regulations of the federal, .state and city government. <br />Rita Cestaric, 4034 Winton Park Drive; Marjorie Streib, 5496 Fitch Road; and <br />Norma Wunderlich all requested that their names be withdrawn from the letter <br />presented to council by Mrs. Jack. <br />Mr. Joseph Sepesy, 4268 Plumwood Drive, suggested that council not act on <br />Ordinance No. 86-27, transferring the money to the Senior Center Fund, until <br />a satisfactory set of by-laws are completed by the By-Laws Committee. The Advisory <br />Council is not official and it never has been official; it was a group of <br />senior citizens chosen by four clubs and two members to help the director in <br />running the center. <br />Shirley Wolf, 5672 Whitehaven, described the terrible conditions in her <br />neighborhood: high weeds and grass, junked cars, rodents, commercial business <br />being run in a residentially zoned area, etc. Has been complaining to City Hall <br />for years and has called the County Board of Health on forty-two. occasions. <br />Mayor Petrigac assured Mrs. Wolf that notices are being sent and Service Department <br />is knocking on doors to get residents to clean up yards and cut grass and weeds <br />down. City is on such a tight budget that there is no money available to pay a <br />contractor to come in and cut grass and weeds and then wait until the charge is <br />placed on the resident's taxes and paid back to the city months later. <br />Mr. Wilamosky stated that if there is a problem of money in the area of con- <br />tracting out or providing the vehicle to cut grass and weeds, he is prepared to <br />recommend to council to appropriate a sum to handle such problems; council will <br />do its part in providing some dollars so the administration can respond to these <br />problems. by establishing a special line item for contract weed cutting. Law <br />Director Gareau remarked that some years ago Mrs. Saringer was involved in sponsor- <br />ing legislation for a commercial maintenance code. Perhaps it is time for North <br />Olmsted to look at establishing a strict residential maintenance code similar to <br />Cleveland Heights or University Heights; give the Building Commissioner the <br />"teeth" to go after violators; city will prosecute if necessary and clean up our <br />community as other communities have done. President Woerpel asked the Intra- <br />Governmental Relations and Legislation Committee, with the help of Mrs. Saringer, <br />who is on this committee as well as having the input from the BZD Committee, <br />to look into establishing such a residential maintenance code. Service Director <br />Noble advised that it is the department's intent, at such. time as the $30,000 <br />for part-time and summer help is released, to hire part-time and summer help to <br />go out and start cutting weeds and grass. It is also the department's intention <br />to charge each resident the sum of $35 per hour if the city performs this ser- <br />vice as well as imposing a fine of $100 for failure to comply with city ordin- <br />ances. Director Noble has already talked to private contractors with respect to <br />contracting out this work and has received estimates of $300, $600 and $900 to <br />clean up property that is a health hazard as well as a safety hazard. Mr. Wila- <br />mosky asked the Service Director to supply him with some figures with respect to <br />outside contracting. <br />Gemma Szabo, 30837 Bradley Road, stated that the area across from her home, city <br />parking and leaf mulch area, has high grass that hides the trees that have been <br />planted. Service Director Noble advised that he had instructed the Public Works <br />Commissioner today to cut the grass in that area and that he was to maintain all <br />of the city property at a reasonable level. <br />Mr. Chuck Szabo, 30837 Bradley Road, also commented that the grass is hiding the <br />trees recently planted by the city. Director Noble stated. that he was behind the <br />Szabo property today and that Mr. Szabo would have to remove the bXUSh that is <br />piled back there before it all falls into the creek. Mr. Szabo advised that the <br />brush was there to keep the ground from washing away because the ditch was only <br />cleaned out once in thirty-one years.
