Council Minutes of 5/20/86 _4_ <br />'"~` Mr. Wilamosky, Chairman Finance Committee reported: 1) Finance Committee met on <br />May 12th with all members of committee in attendance as well as Mayor Petrigac, <br />Finance Director Boyle, Service Director Noble, City Engineer Schaller, Council- <br />man McKay and Mr. Patel, owner of the Buckeye Aouse Motel. Mr. .Patel expressed <br />some concern with respect to the 3~ motel/hotel tax because he felt it would <br />adversely affect business. Mr. Patel was advised that the eommfttee did not <br />plan on discussing this piece of legislation that evening as it had not been in- <br />cluded on the committee's agenda and he left the meeting. <br />2) Committee did discuss the Mayor's communication with respect to the Board of <br />Education's intent to sell a parcel of land off of Marquette. Committee requested <br />the Mayor to go back to the board and obtain additional information. Mayor Petrigac <br />did report out some additional detail tonight in the caucus room and committee will <br />continue to meet with the administration with respect to this issue. <br />3) Committee also discussed the possibility of selling a very small parcel of land <br />just to .the south of the service road off of Barton Road, south of 1480. ,The <br />parcel is approximately 20 feet in width. An abutting property owner had expressed <br />some interest; had contact City Engineer Schaller. Committee discussed the city`s <br />requirements with respect to the disposal of excess city property; it would be the <br />city's responsibility to dispose of property through public bidding. Mr. Schaller <br />wrote to the interested property owner, advising him that if he was still interested <br />in pursuing the purchase of the property to contact the Finance Committee who would <br />,then. discuss .the possibility of a public bidding with .the administration, at which <br />timethe resident would have .the opportunity to bid on the parcel. <br />4) Committee also discussed Ordinance No. 86-38 which reflects the amount of money <br />the city received from the WBBG Gas Giveaway. The administration did include within <br />this legislation an allocation to the various uses as well as ,the expenses incurred <br />by the city for the promotion.. Committee has no objection to ,the allocation as pre- <br />sented by .the administration and has no objection to adoption of this legislation. <br />5) Committee also, discussed Ordinance No. 86•-41, the transfer from Contingency to <br />Mayor's ~~~~'~e~and Travel and had no objection at that time. Since this meeting, <br />has. learned .there is insufficient monies. within the line item, Contingency, to <br />provide for such a transfer and therefore recommends against passage. Committee <br />will consider a transfer to Mayor's Organization and Travel within Ordinance No. <br />86-46 when it reviews this legislation. <br />6) Committee started to discuss legislation dealing with the organization and <br />salary ranges of administrative personnel. Meeting was recessed from May 12th <br />to May 19th at which time discussion of salaries was continued .but not completed; <br />further discussion will be undertaken with the administration with respect to this <br />ordinance. <br />7) Committee discussed the hotel/motel tax with respect to the legality of such <br />a piece of legislation in light of the fact that the county has a 3~ hotel/motel <br />tax. Law Director advised that the ordinance is within the parameters of the <br />statute however the city would give up the current revenue that is being received <br />by the county's 37 tax. The county would be more of a recipient of the tax <br />because they would cease sharing it with the City of North Olmsted. The city re- <br />ceived $4,000 for fiscal year 1985.. Committee recommends against adoption of the <br />hotel/motel legislation because of the amount of revenue received last year versus <br />the loss of revenue from the county. Does not see a significant increase at this <br />point in time; will be happy to reconsider such legislation pending more sub- <br />stantial information as it relates to the potential revenue source of a hotel/ <br />motel tax. Committee does not recommend adoption of Ordinance No. $6-34. <br />At this point, Councilman McKay took his place at the council table; time being <br />8:30 P.M. <br /> <br />
