Council Minutes of 5/20/86 -5- <br />Mr. McKay, Chairman Streets and Drainage Committee as well as Enviromaental <br />Control Committee reported: 1) Streets and Drainage Committee met on Thursday, <br />May 8th with Mayor, Service Director, Public Works Commissioner, City Engineer, <br />Budget and Management Director, Councilman Wilamosky and three residents from <br />Sharon Lane in attendance. Committee discussed the erosion of a drainage ditch <br />at the rear of one of the. resident's property. Committee feels the ditch should <br />be repaired; city does have an easement to perform work on the ditch in this <br />area; a new approach will have to be investigated as to the right-of-way to <br />bring in the equipment. City Engineer Schaller. will be checking for the best <br />right-of-way. <br />2) Committee was updated on the repair of Barton and Lessner Roads which was <br />accomplished last year; contract work has been done, ditches will be cleaned <br />and water flow checked. <br />3) North Olmsted, in cooperation with Cuyahoga County, will repair Fitch and <br />Mastick Roads; city will be responsible for material - county will provide <br />equipment and labor. <br />4) At the present time, due to the fact that the city only has about $39,000 <br />for street material, only some repair work will be done on streets. <br />5) McKenzie Road south culvert was discussed with regard to one edge of the <br />approach which is pulling away from the roadway. Should this problem worsen, <br />it could be necessary to limit the weight crossing the culvert. <br />6) Committee discussed Ordinance No. 86-37, repair and resurfacing of Lewis <br />Road Bridge, No. 21, over the west branch of Rocky River, and recommends <br />adoption. <br />7) Due to the number of requests for assistance of drainage on private land and <br />city maintained ditches, the committee will be looking over criteria to establish <br />a fair and equitable solution whereby the city will help residents alleviate <br />problems such as in rear yards, etc. City will give guidance and assistance to <br />areas on private land, however, homeowners or groups of homeowners may be re- <br />quired to assist in the cost of these projects in the future. <br />President Woerpel reported that he had attended the last North Olmsted Trans- <br />portation Study Team meeting; the Transportation Study Team is really getting <br />ready to get serious about prioritizing some of the transportation projects <br />within the city. He commended Mrs. Saringer, Mr. McKay and Mr. Tallon who are <br />the councilmembers serving. on this team, recognizing that in the next few months <br />they will have to make some hard decisions. The Transportation Study Team is <br />a non-partisan organization and the decisions to be made must be decided without <br />partisan politics or how it might affect Mr. McKay's or Mr. Tallon's own wards. <br />Just wanted to let Councilmen Saringer, McKay and Tallon know that everyone <br />recognizes how difficult some of the decisions are going to be. <br />Letters and Communications: <br />President Woerpel announced that members of council had received a letter from <br />Mr. Robert G. Sharp this .evening; have not had a chance. to read it or respond <br />as yet; would like the record to show that it has been received. <br />Audience participation: <br />Jackie Thomas, 4326 Coe Avenue, reported to council that a culvert and ditch <br />behind her home was filled in about a month ago. Since this was done, she has <br />had a flooded basement. Service Director Noble stated he has looked at the <br />problem and it appears that the contractor has failed to connect the field the <br />to the drainage ditch. City will be going back to the contractor to fulfill <br />his obligation. Councilman McKay agreed to look into this complaint personally. <br />If damage has been done to homeowner, Law Director advised the property owner <br />would have to pursue this against the contractor if there is a cause for action. <br />~., ~~rr <br />
