.~ <br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />MARCH 4, 1986 <br />Present: President Dwayne Woerpel, Councilmen Lackey, McKay, O'Grady, <br />Rademaker, Saringer, Tallon, Wilamosky. <br />Also present: Mayor Yvonne Petrigac, Law Director Michael Gareau, Finance <br />Director Edward Boyle, Clerk of Council Florence Campbell.. <br />Meeting. was called to order by President Woerpel at 8:00 P.M., in Council Chambers, <br />5200 Dover Center Road. <br />Members of the audience were invited to join Members of Council in reciting the <br />Pledge of Allegiance. <br />Minutes of the regular Council Meeting of February 18, 1986, were approved. <br />Minutes of the special Council Meeting of February 26, 1986, were approved. <br />President Woerpel announced: 1) Resolution No. 86-21, urging the Ohio Environ- <br />mental Protection Agency to extend the deadline for receiving comments for the <br />Rocky River Comprehensive Water Quality Report, has been added to the agenda. <br />2) A Public Hearing with respect to Ordinance Nos. 85-137, 86-0 and 86-3, all <br />dealing with Zoning Code changes, was held at 7 P.M, this evening. <br />3) West Shore Cable TV will be filming tonight's meeting, without audio, for <br />file tape only. <br />Mayor Petrigac reported: 1) Mayors and Managers. attended a meeting at the County <br />Commissioners to discuss federal budget cuts; revenue sharing will be cut about <br />$12,000,000 and cities will be facing a fiscal crisis in 1986/87. County govern- <br />ment will have to be redefined; there will be cuts in the Division of Aging; <br />communities must develop businesses or they will be unable to meet local budgets. <br />2) Administrative Assistant Becker attended a press conference at the IX Center <br />for the 1986 International Trade Fair to be held October 22nd through 29th. <br />3) Meetings have been held with respect to the 911 emergency phone system. There <br />are still a few unanswered questions. County will pay 50~ per person; phone <br />company will charge 12G per line, per month; local government will pay the <br />difference between county's per capita allowance and estimated cost of equipment. <br />Cost for North Olmsted will run approximately $18,000 for equipment and approxi- <br />mately $900 for monthly maintenance fee. North Olmsted must decide by March 24th <br />if it wants to be included in the program. 607 participation of Cuyahoga County <br />is the determining factor. <br />4) Council is invited to attend a meeting on Thursday, March 6th, at 7:30 P.M., <br />with Planning Commission, Architectural Review Board, Building and Zoning <br />members, to discuss zoning, beautif ication and future goals for the city. <br />5) In the month of February, volunteers contributed 108 hours of time to research <br />and filing. <br />6) The administration has investigated a complaint with respect to the Halleen <br />truck lot and on December 12th, 1985; the developer was notified of the city's <br />concern with respect to excess dirt; developer agreed to remove same after meeting <br />approved grade requirements. The large pipes stored on the property are the <br />36-inch diameter storm water retention pipes awaiting installation. Administration <br />will continue to keep a close watch on this development. <br /> <br />
