Council Minutes of 3/4./86 _2_ <br />,~ 7) Council has been given a copy of the last page of the police report as well <br />as a copy of a letter from the state auditor's office with respect to the in- <br />vestigation of the alleged missing $200 Petty Cash Fund at the Senior Center. <br />City Prosecutor has also made a report. The determination by the police, city <br />prosecutor and state auditor's off ice is that the problem is in the accounting <br />system; it is not only a problem in 1986 but was a problem in 1985 as well. <br />All reported no criminal activity was involved; all reports are on file in <br />Mayor's office for council's review. Mayor is directing the Finance Director <br />to pay Director of Division of Aging the $200 withheld from her salary. Last <br />week, Messrs. Copeland, Cunningham and DeBrodt met with Mayor and resolved the <br />problem of the other account at the Senior Center; will be requesting an ordin- <br />ance to transfer funds from the Endowment and Grant Fund to a Senior Center Fund. <br />8) Congratulated Kevin Whelan who received an award from the Greater Cleveland <br />Crime Committee for his contribution in the reduction of auto theft in North <br />Olmsted. <br />9) Reported that Mr. Gordon Walker, employee of the North Olmsted Municipal <br />Bus Line since 1956, has retired. <br />10) Received a note of appreciation from Reverend Gerry Coleman for the response <br />and care given his wife by city paramedics in a recent emergency situation. <br />11) A new service is now available through the Division of Aging which would <br />furnish a team consisting of a social worker, nurse, psychiatrist or other health <br />professional to assist the needs of an elderly person found in an emergency <br />situation. The Rise Program is .available through Fairview Hospital, 476-RISE. <br />12) Has presented a proclamation in honor of Girl Scout Week. <br />13) Would ask that Service Director Noble be allowed to give a report at this <br />time with respect to the Rocky River Comprehensive Water Quality Report. <br />Service Director Noble reported: 1) Public hearing was held at Medina City Hall, <br />Medina, Ohio, at 1:30 P.M. today. Strongsville Mayor Ehrnfelt spoke on behalf <br />of NOACA and the City of Strongsville. He stated that in 19$0 the Governor of <br />the State of Ohio, in con3unction with federal government, appointed NOACA the <br />coordinating agency for water quality control for northeastern Ohio. NOACA has <br />actively fulfilled the requirements set forth by the Governor. Mayor Ehrnfelt <br />stated that the Ohio EPA was in violation of both state and federal regulations <br />by proposing their water quality control program. He asked the Ohio EPA to <br />withdraw from the public hearing. NOACA will discuss the issue at its next <br />meeting to be held tomorrow morning. .Mayor Ehrnfelt had contacted Ohio EPA to <br />determine what criteria was used to determine the absurd rates listed on the <br />bill and was advised that they were determined by mathematical averaging. He <br />advised the chairperson that other considerations involved in taxing people's <br />income than mathematical formulas should be looked at before suggesting any <br />rate hikes. Mayor Ehrnfelt requested a 90 day extension period of the March <br />24th deadline. Mr. Noble presented North Olmsted's ordinance and explained the <br />need for some answers and information not included in the report. He requested <br />a 90 day suspension from the April 3rd deadline to give the city an opportunity <br />to study the water control proposal. Mr. Jack Garner, County Sanitary Engineer, <br />presented his review of the report and pointed out many erroneous entries and out- <br />dated information. Basis of the report was on 1981/82 effluent measures and not <br />current measures. He requested that the Ohio EPA first correct their mode of <br />information and wait until 1994 before implementing new standards. Mayor Whipple <br />of Berea supported the first three speakers as well as the latter comments of a <br />representative of URS Dalton who also requested a time extension. Mayor Whipple <br />summed up by stating that in his opinion the EPA recommendation was the most <br />flagrant act of taxation without representation since the Boston Tea Party. <br />x <br />^~~f~~ . , <br />
