Council Minutes of 3/4/86 _3_ <br />Mr. Wilamosky asked the Mayor what benefits she could perceive that the City <br />of North Olmsted would derive from the 911 emergency phone system in relation- <br />ship to the system the city now has, taking into consideration the initial <br />expenditure of $18,000 and the $10,800 annual maintenance fee. Mayor Petrigac <br />replied that it was her understanding that if 60~ of the county would go with <br />the system, everyone would be included. There would possibly be three locations <br />for phones: Clague Road, Great Northern Boulevard, Stearns Road. City could be <br />a part of the 911 system without any equipment whatsoever. If a person picked <br />up the phone and then fainted without giving a location, the call would go into <br />the county and then be transferred back to the City of North Olmsted. If the <br />city did have the equipment, and the person were unable to talk or had fainted, <br />the location of the call would flash onto the computer immediately, Mr. Wilamosky <br />asked that some data be prepared for council relating to problems such as those <br />described by the Mayor in order to evaluate the expenditure of such funds. Mayor <br />stated that a meeting was being set up for next week when the county represent- <br />ative would come out to North Olmsted to address the administration and council <br />and answer all questions. <br />Mr. Wilamosky referred to the Mayor's comments with respect to the volunteer <br />program and asked Law Director Gareau what liability, if any, the city would <br />have in relationship to possible injury - possible workmens' compensation. <br />Mr. Gareau stated that there would be no problem from a standpoint of workmens' <br />compensation since the employee is not being compensated. Would assume that <br />the city would be covered under its insurance policy for this, although at <br />present, there is a large deductible. He pointed out that there are certain <br />laws in the State of Ohio dealing with privacy and would assume that any <br />filing or records that are being looked at would not be personnel related; <br />would not involve police records or anything of this nature. <br />Mr. Rademaker referred to polies: report .stating $200 missing sine Aivvember, 1983 <br />and asked if the Police Department is satisf ied that that's the $200 that was <br />in question. Mayor responded that they were. In fact, the Police, State <br />Auditor and Prosecutor reports indicate throughout that the bookeeping pro- <br />cedures are undesirable and need to be reevaluated; it has been an on-going <br />problem. Mayor also responded to Mr. Rademaker's inquiry by stating that <br />Mrs. Jack was appointed to direct the Division of Aging on January 3, 19$6. <br />Law Director reported: 1) Filed a reply brief today, in Federal Court Case <br />with respect to Zurawski, asking that the case be dismissed on the basis of <br />statute of limitatons in res judicata, <br />2) Has received another law suit, again employee related, dealing with Barbara <br />Faughender, former secretary to Mayor Swietyniowski. This suit is against <br />both the City of North Olmsted and the current Mayor, Mrs. Petrigac. Basis <br />of the litigation is a political firing as well as an alleged violation of the <br />first amendment rights of freedom of association. Has instructed the administration <br />to gather information and will send it on to the insurance company so they are <br />also aware of it. They were aware of this prior to the suit being filed. Hopefully, <br />will be hearing back from them to see what part they plan to take in this liti- <br />gation and persumably, because there are allegations of purposeful misconduct, <br />the Law Department will also be involved in this litigation. <br />Finance Director Boyle reported: 1) Has. received the invoice from Rocky River <br />Court appraising the city that $13,800 is due. It was forwarded to the Mayor, <br />signed, and is currently being held until the permanent appropriation is passed. <br /> <br />
