Council Minutes of 3/4/86 _5_ <br />2) BZD Committee also met with Mr. Galati and his architect, Mr. Wilke with <br />proposed changes to his present facility on Lorain Road. Zoning Board of <br />Appeals suggested he meet with BZD Committee to get its reconditions <br />before he comes to council for a special permit. Committee recommends board- <br />on-board or chainlink fencing with shrubbery be installed around entire property <br />with some type of an island landscaping in the front where ears are presently <br />being parked. BZD Committee members will try to attend the Zoning Berard of <br />Appeals meeting as well as the Planning Commission meeting to make sure they <br />understand what BZD Committee's wishes are. <br />3) There was a public hearing this evening on the first three ordinances on <br />third reading this evening with respect to zoning changes and committee has no <br />objection. <br />Mr. Wilamosky, Chairman Finance Committee reported: 1) Committee met on Febru- <br />ary 26th and March 3rd. Would advise council that the scheduled committee <br />meeting for March 5th has been cancelled. Committee has discussed Ordinance No. <br />86-20, the administration's appropriations for fiscal year 1986. The recommenda- <br />tions in the legislation exceed the figures represented in the estimated revenues <br />by about a quarter of a million dollars so there is going to have to be some <br />adjustment made to compensate for this difference. Committee has been meeting <br />with the Mayor, President of Council, Finance Director, Commissioner of Public <br />Works, Director of Budget and Management and other members of council to <br />establish goals with respect to available dollars. Hopes to have some recommenda- <br />tion following the March 19th meeting and any subsequent meetings. Since the <br />legislation must be filed with the County Auditor by March 30th, will be moving <br />as rapidly and sensibly as possible to develop the 1986 appropriators and fully <br />expect to have one or two special council meetings to resolve this matter prior <br />to the statutory deadline. <br />President Woerpel asked if all members of council had received the booklet en- <br />titled "An Elected Officials Guide To Government Finance" which was distributed <br />by Finance Director Boyle. Mr. Lackey indicated that he had not and Finance <br />Director stated the he had an extra one for him. <br />Mr. Lackey, Chairman Intra-Governmental Relations and Legislation Committee as <br />well as representative to Landmarks Commission reported: 1) Legislative Committee <br />met last evening to discuss former Service Director Corrigan's request that <br />council provide him with representation or funds to obtain legal counsel in the <br />Crumbley law suit. He stated that since he is suing the city as the past <br />Service Director and he, in turn, is being sued, there is a conflict of interest <br />involving the Law Department. Committee has requested that Law Director Gareau <br />send a letter to the city's insurance company and ask that representation be pro- <br />vided for Mr. Corrigan. Has been informed that such a letter has gone out and <br />an answer is expected within seven days; hopefully, this will resolve that matter. <br />2) Committee also discussed run-off elections, held as recently as last December. <br />Will continue to discuss and receive input from all of council as well as the <br />public as to what their feelings are with respect to such elections. <br />3) With regard to Landmarks Commission, a public meeting was held on February 24th <br />concerning the Butternut Ridge Road Historic District Proposal. Landmarks <br />Commission is trying to achieve eight areas in this historical district; to give <br />recognition by providing historical plaques; promote civic pride in older buildings; <br />to encourage private maintenance, renovation and improvement; to maintain and in- <br />crease property values in the district as well as the city; to attract home buyers <br />and thus increase sales potential for homes in this district; to discourage changes <br />which would be detrimental to the district; discourage deterioration of older homes <br />and promote a positive and unified image of the area. Within the near future, <br />expects to see legislation proposing that Butternut Ridge Road be made an <br />historic district. <br />
