4 <br />Council Minutes of 2/18/86 _4_ <br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported: <br />1) Moved Council have no objection to the transfer of a D5 and D6 liquor <br />permit fxom The Sly Fox, Incorporated, dba Sly Fox Lounge, 25857 Great Northern <br />Shopping Center, State Routes 10 and 17, North Olmsted, Ohio, to The Sly Fox <br />Corporation, 669370, dba Sly Fox Lounge, 25857 Great Northern Shopping Center, <br />State Routes 10 and 17, North Olmsted, Ohio, second by Mr. Wiiamosky, unani- <br />mously approved. Mr. O'Grady explained that a D5 liquor permit is for spirituous <br />liquor for on premise consumption; only beer and wine for on premise and off <br />premise in original sealed containers until 2:30 A.M.; a D6 is for the same thing <br />on Sunday, until 1 P.M. <br />Audience participation: <br />Sarah Weitendorf, 5424 Decker Road, complained of the construction going on be- <br />hind her house in preparing for the new facility to be installed there. Tons of <br />dirt have been hauled and dumped on the property; very large pipes are laying <br />there; all trees, shrubs and vegetation has been removed. Councilman O'Grady <br />asked the Mayor to please have City Engineer Schaller investigate; Mayor agreed <br />to do so and will report back to Council. <br />LEGISLATION: <br />Ordinance No. 86-7 introduced by Mr. Rademaker was given its third reading. An <br />ordinance authorizing the sale of six (6) buses owned by the City of North Olmsted, <br />and declaring an emergency. Mr. Wilamosky expressed his fear that this is an <br />attempt on the part of RTA to reduce the city's fleet and strengthen their position <br />in a potential takeover. Mayor Petrigac replied that the buses are so badly de- <br />teriorated that they could never be put back in service; the Manager and Assistant <br />Manager of the Bus Line do not see this sale as weakening the city's position. <br />Law Director Gareau stated that he also sees this weakening the city's position <br />because taking buses out of service, retiring them, selling them for virtually <br />scrap, will put the city in a pretty tough position six/seven years down the road. <br />Mr. Gareau stated that of the forty-four buses presently in the fleet, probably <br />seven or maybe nine are not titled to North Olmsted; the rest are. Service <br />Director Noble stated that federal regulations read that the city has to retire <br />these six buses; they are over 13 years old, were determined to be in the worst <br />condition of all and are not economically repairable. They must be retired al- <br />though federal regulations do not say that they must be sold. Even if sold, the <br />city would probably not receive enough. money from the sale to pay for another <br />month's rent. Mr. McKay moved for adoption of Ordinance No. 86-7, second by <br />Mr. Tallon, unanimously approved. Ordinance No. 86-7 adopted. <br />Ordinance No. 86-11 introduced by Mr. Tallon was given its second reading. An <br />ordinance authorizing and directing the cancellation of special assessments on <br />certain permanent parcels, as amended. <br />Resolution No. 86-12 introduced by Mr. McKay was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids <br />for up to 500 cubic yards of concrete for Service Department road repair needs <br />and authorizing the Mayor to contract for same, and declaring an emergency, as <br />amended. <br />Resolution No. 86-13 introduced by Mr. McKay was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for <br />up to 2,000 tons of stone for various Service Department needs, and authorizing <br />the Mayor to contract for same, and declaring an emergency, as amended. <br />Resolution No. 86-14 introduced by Mr. Rademaker was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for <br />up to 5,000 tons of asphalt and tack coating of city streets, and authorizing the <br />Mayor to contract for same, and declaring an emergency, as amended. <br />
