Council Minutes of 2/18/86 _3_
Mr. Lackey, Chairman Intra-Governmental Relations and Legislation Committee
reported: 1) Committee met, has no objection and he therefore moves that
council approve the appointment of Mr. Robert Grace, 7120 Barton Road, to the
Board of Building Code of Appeals, second by Mrs. Saringer, unanimously approved.
2) Would remind everyone that on Monday, February 24th, at 8 o'clock, there will
be a public meeting to discuss the proposed North Olmsted Landmark Historic
District, known as the Butternut Ridge Road Historic District. Everyone interested
in this project is invited to be in attendance.
Mr. McKay, Chairman Environmental Control Committee as well as Streets and Drainage
Committee reported: 1) Environmental Committee met on February 12th with Mayor
Petrigac, Public Works Commissioner Gorsuch, Forester Wendell, Councilman O'Grady
and Mr. McKay in attendance. Commmittee discussed the existing tree planting list
and plan to fill the oldest request first. This is a slow process because of the
small budget. Trees have been costing about $25 each; present supplier is going
out of business and a new source must be found. The forester does the trimming
of overhanging trees; it takes two men about two weeks to trim 200 trees; if anyone
requires trimming of trees which are on tree lawns and overhang sidewalks, please
contact City Hall. Forester is also in charge of leaf pickup program in Fall.
Mr. Tallon, Chairman Recreation, Public Parks and Buildings Committee reported:
1) Recreation Commission, at its last meeting, completed the budget for fiscal
year 1986; forwarded it to the Mayor for approval and submittal to council.
Mr. Wilamosky, Chairman Finance Committee reported: 1) Finance Committee met on
February 17th with Director Boyle, Director Noble, Commissioner Gorsuch and
Councilman Lackey in attendance. The Mayor was also present for a portion of the
meeting. Committee discussed Ordinance No. 86-11 which provides for the can-
cellation of special assessments that have been paid. Mr. Wilamosky moved to
amend Ordinance No. 86-11 by correcting the Permanent Parcel.Number 237-14-10/11
to read "237-14-10", second by Mr. Tallon, unanimously approved.
2) Committee discussed Resolution No. 86-12, authorizing the Director of Public
Service to advertise for 500 cubic yards of concrete. Mr. Wilamosky moved to
amend Resolution No. 86-12 to read "up to" 500 cubic yards of concrete, second
by Mr. Tallon, unanimously approved.
3) Committee discussed Resolution No. 86-13, authorizing the Director of Public
Service to advertise for 2,000 tons of stone. Mr. Wilamosky moved to amend
Resolution No, 86-13 to read "up to" 2,000 tons of stone, second by Mr. Tallon,
unanimously approved.
4) Committee discussed Resolution No. 86-14, authorizing the Director of Public
Service to advertise for 5,000 tons of asphalt and tack coating. Mr. Wilamosky
moved to amend Resolution No. 86-14 to read "up to" 5,000 tons of asphalt and
tack coating, second by Mr. Tallon, unanimously approved. Committee has no
objection to Ordinance No. 86-11 and Resolution Nos. 86-12, 13 and 14 as amended.
5) Committee discussed Ordinance No. 86-15 which had been assigned to Finance
Committee. It is the committee's opinion that this legislation should be re-
assigned to the Transportation Committee.
6) Committee went into a brief executive session and discussed the matter of
personnel. Under miscellaneous business this evening, will ask for an executive
session with the Mayor, Director of Finance and Director of Law in attendance.
7) Committee discussed Ordinance No. 86-20, the appropriation ordinance. Mayor
Petrigac had stated there is no provision within this ordinance for the purchase
of the police vehicles covered by Resolution No. 86-9, therefore, would move to
withdraw Resolution No. 86-9 from tonight's agenda, second by Mr. Tallon, unani-
mously approved. Resolution No. 86-9 referred to Transportation Committee as
well as Ordinance No. 86-15.
