.. •
Council Minutes of 2/18/86 _2_
10) Transportation Study Team met last Saturday to discuss the strengths and
weaknesses of the committee. Study Team passed the following motion: "the
team supports maintaining the option of a full interchange between Clague Road
and I480 during development of preliminary plans for improvements to Clague
Road currently under consideration".
11) Nine city hall volunteers have donated over 80-3/4 hours during the month
of January; anyone wishing to volunteer is asked to contact Service Department
secretary, Pat Martin. This donated time does not include the many, many hours
given by Don DeBrodt.
12) Two of the six puppies in the city's kennel have been adopted; anyone wishing
to adopt the remaining four may call City Hall.
Law Director Gareau reported: 1) Pre-trial in the Clark Oil appeal was held today.
They have appealed the denial of the right to build a canopy at the Clark Oil site
at Stearns Road. No decision was made because of a pending motion for the Clark
Oil Company to submit additional evidence and until that is ruled on, nothing
further can be done.
2) Pre-trial in the Crumbley Law Suit will take place next Monday.
3) Romp Rezoning Case was postponed by the judge for an indefinite period; bailiff
indicated it would probably be resurrected in June of this year.
4) Brief in the Zurawski Law Suit, the one in the Eighth Appellate District, was
filed Friday on behalf of the city.
Finance Director Boyle reported: 1) Received the fourth quarter reimbursement from
West Shore Cable TV in the amount of $14,348. Will be receiving their audit within
the next month and a half.
2) Regional Income Tax approved their budget/appropriation last Thursday. The end
of year statement shows the cost of collection down to 2.57 from 2.71 the year be-
fore; cost to the city will also be lower.
3) Received a letter from the Auditor of State advising that they are going to
electronic transfers. This should give the city about five days of investment
time on all the receipts due. The electronic transfers will start in March and
the city's cash flow should be a little bit better.
4) Audit of the North Olmsted Bus System, by the Regional Transit Authority, will
begin tomorrow; audit of the city's books, by Arthur Young and Company, will begin
May 19th with preliminary discussions in April.
5) With respect to the Transportation Study Team's motion with regard to Clague
Road, there has been quite a bit of concern with respect to Clague Road traffic.
It appears it is either at, or quickly approaching, saturation. Part of the
reasoning behind the motion was that there will be a study done soon and the
question of a full interchange or a change in the interchange will have to be
addressed soon since it has become a major issue.
In the absence of Mr. Rademaker, Chairman Transportation Committee, Mr. McKay
reported: 1) Transportation Committee met this evening at 7 P.M. with Chief Marsh,
Councilman O'Grady and Councilman McKay in attendance. Committee discussed the
purchase of five police cars which was the original intention under Resolution
No. 86-9. Chief Marsh has checked into the rehabilitation of police cars and
recommends that the city purchase three new police cars and rehabilitate two cars
presently in use. The cost to rehabilitate the two cars would be approximately
nine to eleven thousand dollars. Committee has no objection.
