Council Minutes of 2/4/86 -3- <br />per following specifications: wooden fence to be constructed at the western end <br />of the property up to approximately 150 feet; brick enclosure on the cooler <br />addition but no requirement on screening the northwest and east sides of the <br />equipment on the roof and with the elimination of twelve parking spaces on the <br />western side of the existing store, up to the island, to allow a more orderly <br />flow of truck traffic, second by Mr. Tallon, unanimously approved. <br />2) Mrs. Saringer moved council approve the Pebblebrook Subdivision proposal to <br />subdivide fifty-one sublots as approved by Planning Gommission on January 14th, <br />without the vacation of a portion of Canterbury Road at this time, second by <br />Mr. Tallon. Mr. Gareau suggested that this should be done by ordinance rather <br />than by motion. The motion and second were withdrawn. <br />Mr. McKay, Chairman Streets and Drainage Committee reported: 1) Committee met <br />on January 29th with Service Director Noble, City Engineer Schaller, Councilman <br />O'Grady and Mr. McKay in attendance. Committee discussed the need for a street <br />condition report ranging from streets most in need to those streets most recently <br />repaired. Service Director suggested a five year program for street repair. <br />Committee discussed street drainage conditions and this will be reviewed also. <br />Committee briefly touched on contracting out street repairs rather than doing <br />them in-house. No decision was reached due to the fact that commmittee had no <br />cost comparisons to refer to at this time. <br />2) Committee discussed increasing deposit fees for street openings on Dover <br />Center Road since this is a newly improved street and the city wants to keep the <br />integrity of the street. <br />3) Committee discussed problems with regard to storm and sanitary systems. Some <br />changes will be forthcoming due to the city's need to meet the funding process; <br />there will be more information on this in the future. <br />Mr. Lackey, Chairman Intra-Governmental Relations and Legislation Committee re- <br />ported: 1) Moved Council approve the following apgointments: Larry Schwartz to <br />Parks and Recreation Commission; Mark Musial and Robert Wendt to Civil Service <br />Commission; Scott Shephard to Department of Human Resources Advisory Board to <br />replace Bud Becker; Joseph Britton and Architect Darrill Pattison to the Archi- <br />tectural Review Board; John Cimperman to Landmarks Commission, second by <br />Mrs. Saringer, unanimously approved. <br />Mr. Rademaker, Chairman Transportation Committee reported: 1) Transportation <br />Committee met on January 28th with Councilmen O'Grady, Tallon, McKay and <br />Wilamosky in attendance, along with Service Director Noble, Chief Marsh and <br />General Manager Mues NOMBL. Committee discussed Resolution No. 8b-9, advertising <br />for bids for new police cars. Chief Marsh advised the department currently has <br />four marked police cars with 90 to 100 thousand miles on them; they should be <br />retired now or at least by April. Chief Marsh would like to establish an on- <br />going plan for yearly replacement or alternately to purchase some new cars and <br />send older cars to Police Cruisers, Incorporated, a company which rebuilds <br />police cruisers at approximately half the cost of a new cruiser. Chief Marsh <br />will be contacting prior customers of this company to see if they have been <br />satisfied with the work performed on their cars and will report back to committee <br />on February 18th, at which time council can decide whether to purchase five new <br />cars or authorize the purchase of two or three new cars along with the rebuilding <br />of older police cars. <br />2) Committee also considered Ordinance No. 86-7, authorizing the sale of six buses <br />owned by the City. General Manager Mues addressed the committee with respect to <br />this legislation. He advised that in November the city received six buses from <br />RTA -four new and two rebuilt. By federal law, the city is required to sell off <br />an equal number of buses from its fleet. City has done so; six of the oldest <br />buses are now being stored at a cost of $150 per month. Since they cannot be <br />legally placed back in service, committee recommends passage of this ordinance <br />permitting their sale. <br /> <br />
