<br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JANUARY 7, 1986 <br />Present: President Dwayne Woerpel, Councilmen McKay, O'Grady, Rademaker, <br />Saringer, Tallon, Wilamosky. (Councilman Lackey not sworn in at <br />this point, therefore, not seated at council table.) <br />Also present: Mayor Yvonne Petrigac, Law Director Michael Gareau, Finance <br />Director Edward Boyle, Clerk of Council Florence Campbell. <br />Meeting was called to order by President Woerpel at 8:00 P.M ., in Council <br />Chambers, 5200 Dover Center Road. <br />Members of the audience were invited to join Members of Council in reciting the <br />Pledge of Allegiance. <br />Mr. Wilamosky moved to amend the agenda to allow for nominations to fill the <br />vacancy of the At Large position, second by Mr. Tallon, unanimously approved. <br />Mr. Wilamosky placed in nomination the name of William Lackey, second by <br />Mrs. Saringer. Mr. Rademaker placed in nomination the name of Russell Bierman. <br />Mr. Wilamosky moved nominations be closed, second by Mrs. Saringer, unani- <br />mously approved. Roll call on nominations to fill the vacancy of the At Large <br />position was as follows: McKay stated Lackey; O'Grady stated Lackey; Rademaker <br />stated Bierman; Saringer. stated Lackey; Tallon stated Lackey; Wilamosky stated <br />Lackey. By a vote of five to one, Mr. William Lackey was elected to fill the <br />vacated At Large position on Council. <br />Law Director Gareau administered the oath of office to Mr. Lackey and after <br />signing said oath, Councilman Lackey was recognized by council as well as the <br />audience and took his seat at the council table and for the record is now <br />officially present. <br />President Woerpel announced that Ordinance No. 85-125 has been removed from <br />tonight's agenda; Legislation Nos. 86-1 through 86-5 have been added. <br />Minutes of the regular Council Meeting of December 17, 1985, were approved. <br />Minutes of the special Council Meeting of December 26, 1985, were approved. <br />Minutes of the special Council Meeting of January 2, 1986, were approved as <br />amended by the following addition by Mr. Wilamosky: "That the Mayor, at this <br />meeting, had no objections for procedural purposes of accepting the amendments, <br />as recommended by the committee, prior to second reading, on Ordinance No. 85-139". <br />Mrs. Saringer moved to amend the Rules of Council, Item (13), by inserting <br />right after the first sentance under "Standing Committees" the following: <br />"In so providing, Council shall guarantee that each member of a minority party <br />shall be appointed to at least one standing committee selected by the party"; <br />(see Section 9, Article IV of the Charter for clarification); second by Mr. <br />Wilamosky, unanimously approved. Mr. Wilamosky moved for adoption of the Rules <br />of Council, second by Mr. O'Grady, unanimously approved. <br />..... <br />
